Organizational Context and Scope
Under the overall supervision of the Chief of Mission, and the direct supervision of the Programme Officer (IBG), the Senior Project Associate (Identity and Border Management Solutions – IBG) will support the technical, operational and administrative implementation of Identity and Border Management Solutions projects within the IBG portfolio, with a specific focus on IOM’s Migration Information and Data Analysis System (MIDAS).
The incumbent will serve as the operational technical focal point for the deployment, coordination and implementation support of MIDAS, as well as other identity and border technology-related initiatives implemented under the IBG portfolio. The role will support activities related to Border Management Information Systems (BMIS), API/PNR initiatives, document verification tools, biometric systems and other border and identity management technological solutions.
The incumbent will provide technical coordination support under the guidance of the Programme Officer, in alignment with approved project documents, donor requirements and IOM standards.
Serve as the operational technical focal point for the deployment and implementation of MIDAS at selected Border Crossing Points (BCPs), under the supervision of the Programme Officer.
Support the coordination of system installation, configuration and rollout activities in close collaboration with IOM ICT units, regional technical specialists and relevant government counterparts.
Assist in monitoring system functionality and performance, including documenting technical issues and facilitating their resolution with appropriate technical units.
Provide technical support and coordination for other identity and border management technology initiatives within the IBG portfolio, including API/PNR systems, biometric components, document verification tools and related infrastructure.
Participate in technical assessments, field missions and site visits related to border technology deployment and infrastructure upgrades.
Support the preparation, revision and tracking of project workplans related to MIDAS and other IBM initiatives.
Support the organization and logistical coordination of technical trainings, system rollouts, workshops and coordination meetings.
Assist in drafting progress reports, briefing notes, presentations and donor visibility materials related to MIDAS and IBG activities related to identity and border management solutions.
Undertake duty travel to Border Crossing Points and other implementation sites as required.
Support coordination with relevant government technical counterparts, including immigration, border police and ICT departments, under the guidance of the Programme Officer.
Maintain organized records of technical documentation, deployment records and operational updates.
Follow up on agreed technical action points arising from coordination meetings and field missions.
Contribute to internal knowledge management on identity and border management systems within the IBG unit.
Perform such other duties as may be assigned.

All IOM staff members in all categories are required to be fluent in one of the IOM’s official languages (English, French, Spanish).
REQUIRED
For this position, fluency in English and Amharic is required (oral and written).
DESIRABLE
Working knowledge of local language is desirable.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

This selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible to be appointed in a similar position for a period of 24 months.
