Project Context and Scope
IOM Ethiopia’s Protection Unit works closely with the Government of Ethiopia and various stakeholders to contribute to addressing the needs, as well as to promote and uphold the rights of individuals and their communities. Under the Reintegration sub-unit, the programme supports the implementation of Assisted Voluntary Return and Reintegration (AVRR) activities in Ethiopia, facilitating the safe, dignified and voluntary return of migrants, and providing comprehensive reintegration assistance upon return. This includes the delivery of tailored economic, social and psychosocial support to returnees, as well as the promotion of sustainable livelihood opportunities and community-based reintegration approaches. The sub-unit works closely with government counterparts, service providers and partners to strengthen national capacities for reintegration, ensure protection-sensitive programming for vulnerable groups, and contribute to addressing the drivers of irregular migration and re-migration.
IOM, through its Migration Response Centres (MRCs), provides vulnerable migrants with protection and assistance delivering needs-based assistance and referrals, prioritizing victims of trafficking, children in situations of vulnerability, and those with health needs. IOM’s MRCs are strategically located on the key migratory routes in Ethiopia, with three on the Eastern Route, one on the Southern Route, and the final one on the Northern Route. These MRCs provide, often, lifesaving assistance and tailored protection support to migrants that have been returned, stranded, or otherwise find themselves in very difficult situations.
Additionally, through reintegration support, IOM implements interventions that benefit returnees and host communities alike, strengthen social cohesion, and address community-level needs linked to sustainable return. The position will therefore also contribute to the technical engineering and construction, as well as provide WASH-related expertise, to the planning and implementation of community-based reintegration activities, including community infrastructure, rehabilitation works and service-related improvements, ensuring that such interventions are safe, inclusive, protection-sensitive, accessible and aligned with IOM standards, government priorities and identified community needs.
This position will be hired under the affiliated contract and will be working under the overall supervision of the Senior Programme Officer (Protection), and direct supervision o of the Programme Officer (Protection), and in coordination with PX sub-unit thematic leads, the successful candidate will support in the implementation of the construction, engineering and WASH activities related with the MRCs and CBR implementation, and other areas where expertise may be required.

For this consultancy, fluency in English and Amharic is required (oral and written), and knowledge of other Ethiopian national languages is desirable.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
