Protection Officer – PCM Full Time NEW

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a qualified Protection Officer – Protection Case Management for our operations in Jigjiga/ Dire Dawa, Ethiopia.

Overall purpose of the role

Under the supervision of the Protection Project Manager, the Protection Case Management Officer will implement the protection case management activities in line with international standards, best practices and DRC protection case management SOP. The incumbent is expected to conduct regular service mapping, coordination with actors, particularly those working on the migration issues including the national and regional sub-national partnership coalition members, UN Agencies, INGOs, and Local CSOs providing service for people on the move. The protection case management officer is expected to provide timely and comprehensive case management services primarily for those individuals on the move and facing protection risks by coordinating essential services.

Your main duties and responsibilities will be:

• Implement protection case management activities in line with the global protection cluster guideline, best practices and DRC protection case management Standard Operating Procedure (SOP)
• Conduct identification, assessment, planning, intervention and follow-up for professional case management in support of vulnerable beneficiaries
• Conduct regular service mapping and ensure functional referral pathway for protection case management are in place for Addis Ababa and other migration hotspot areas including in Dire Dawa, Jigjiga, and Togochale.
• Coordinate services with other actors providing health, MHPSS, legal, and other essential services to ensure people on the move who are at risk of or experiencing trafficking and other protection risks/rights violations are accessing timely and comprehensive service.
• Coordinate with other DRC Country Office case management team and provide timely cross-boarder case management service for people on the move requiring the service
• Conduct case conference with other actors working on migration for complex cases to ensure that timely action is taken to provide immediate and comprehensive support
• Facilitate cash for protection (C4P) as part of the protection case management to ensure that people on the move who are facing imminent protection risk(s) can access life-saving protection services
• Coordinate with other project teams and implementing partners team
• Ensure that the protection case management service is provided in a rights-based approach, by making sure that the service is neither promoting nor preventing migration.
• Prepare and share weekly, bi-weekly and monthly reports to the supervisor and to the technical team.
• Ensure the protection case management service user’s personal information is kept confidentially and all information collected, stored and shared are on a need-to-know basis.
• Ensure that all protection case management information is completed in ActivityInfo
• Other responsibilities assigned by the supervisor considering the role and technical capacity of the staff

Experience and technical competencies:

• Minimum 3 years work experience in the legal sector, preferably in a humanitarian context and Minimum of 3 years’ experience in case management in the migration context for an international NGO, UN agency or other local CSO.
• Solid understanding of the protection case management
• Practical experience working in the Eastern Migration Route as a case management officer; and have deep understanding of the route’s migration dynamics, and unique protection risks faced by people on the move
• Practical experience and understanding of cross-border case management
• Strong analytical skills
• Strong planning, organizational and problem-solving skills with the ability to work both independently and within a team, and partners
• Integrity, strong work ethic, and ability to consistently meet deadlines under pressure.
• Strong interpersonal skills and commitment to learning and implementing organizational policies and procedures.
• Experience in using Activity Info
• Full proficiency in Microsoft Office, including Word and Excel.

EDUCATION: (include certificates, licenses, etc.)

• University degree in Social work, Law, Sociology, Psychology or other related field of social science studies from a recognized institution.

LANGUAGE: (indicate Fluency level)

• Excellent proficiency in written and spoken English, knowledge of local language is an required.
