Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a qualified Community Mobilizer for our operations in Addis Ababa, Ethiopia.

Overall purpose of the role

The Community Mobilizer will support the implementation of DRC’s mixed migration project by engaging with communities and people on the move, disseminating relevant protection and legal information, identifying protection concerns, facilitating referrals, and strengthening community participation and linkages with available services along the migration routes.

Your main duties and responsibilities will be:

• Conduct regular outreach and information sessions with migrants, returnees, host communities and other people on the move at targeted locations.
• Disseminate clear and accessible information on legal rights and duties, available protection and legal aid services, case management, PSS, civil documentation, safe and regular migration pathways, and risks associated with irregular migration;
• Support the Protection Team in writing weekly/monthly reports with analyses of identified and counselled vulnerable cases;
• Engage women, girls, persons with disabilities and other groups who may face additional barriers to accessing information and service, and risk identification and mitigation;
• Conduct risk assessment visits to identify risks faced by target populations and mitigate these risks through collaboration with protection team, arrange referrals to other partners, provision of in-house services and advocacy;
• Identification and referrals for case management and other specialized services;
• Collect and communicate community feedback, concerns and suggestions to the project and protection teams for appropriate follow-up
• Maintain close relation with key stakeholders and other protection actors, and regularly inform on protection incident and trends;
• Maintain good working relations with implementing partners, community structures and local authorities;
• Set up necessary measures and create a conducive work environment to ensure confidentiality during interviews and to secure sensitive information;
• Deliver capacity building and best practice messages to the community;

Community Based Protection and Participation

• Support the establishment, strengthening and engagement of community-based protection structures, networks or focal points along the targeted migration routes.
• Support communities/CBPNs to identify and prioritize protection risks and develop appropriate community-led actions and solutions.
• Facilitate community consultations and participation in protection activities, ensuring meaningful participation of women, men, youth, persons with disabilities and other potentially excluded groups.
• Support community-based protection structures through awareness sessions, mentoring and capacity-building activities as guided by the Protection Team.

 Monitoring, Reporting and Accountability

• Maintain accurate records of outreach, information sessions, referrals, community feedback and other assigned activities while ensuring confidentiality.
• Support regular collection of field-level information on protection concerns, service availability, access barriers and emerging trends.
• Provide timely inputs for weekly, monthly and other project reports.
• Work closely with the M&E team to support monitoring of project activities and collection of quality data.
• Support accountability to affected populations by ensuring that communities are informed about available services, feedback mechanisms and their rights to provide feedback or raise concerns.
• Ensure that community engagement and service delivery are inclusive, gender- and disability-sensitive, and accessible to different groups

Experience and technical competencies:

• Experience working with migrants, returnees, refugees, IDPs, host communities or other vulnerable and mobile populations is highly desirable and practical experience in mobilization and awareness-raising.
• Up to 1 year experience working with vulnerable communities, basic needs and distribution programming experience, local authority capacity building and/or advocacy programmes.
• Experience in engaging with communities, including organizing, mobilizing, and facilitating awareness-raising sessions.
• Experience with NGO’s, UN, etc, highly regarded.
• Interpersonal skills, with a demonstrated ability to establish effective working relations with local and international staff and other stakeholders;

EDUCATION: (include certificates, licenses, etc.)

• Grade 12 certificate or relevant training, with moderate technical skills

LANGUAGE: (indicate Fluency level)

• Proficiency in English is essential
• Excellent verbal/written communication in local language is desirable.
