PIN currently invites qualified applicants for the position of: MEAL and CFRM Assistant for ECC-ECHO cash project.

Length of Contract: For 6 months

Place of Work: – Based in Northwest Tigray, Shire with frequent field travel to PIN’s project sites in different regions as required.

JOB SUMMARY

The MEAL and CFRM assistant supports the MEAL system of the assigned projects. S/he works closely with MEAL Specialist and provide technical support and guidance for the project team. MEAL and CFRM assistant will closely work on tracking field level of project MEAL activities, ensures proper tools and processes are in place to allow for relevant and effective collection of data across assigned projects as well as oversees complaints and feedback are collected and logged properly.

Duties and Responsibilities of MEAL, and CFRM Assistant

Quality MEAL, and CFRM system management.

• Provide support for MEAL Specialist, and CFRM coordinator on project M&E planning, monitoring & evaluation, and on project CFRM implementation mechanism planning and case collection, identification and responses processes.
• Checks the quality of data collected continuously and follows up on any errors or challenges arising in the process.
• ·Supports MEAL Specialist in provision of technical support to the project teams in data collection, distribution monitoring.
• Provide technical support to the project teams in data collection, distribution monitoring.
• ·Supports organized storage of data collected and ensures that all the data related to the projects is updated and archived according to GDPR policies. Ovide support for MEAL Specialist, and CFRM coordinator on project M&E planning, monitoring & evaluation, and on project CFRM implementation mechanism planning and case collection, identification and responses processes.
• Together with the MEAL Specialist, maintains regular communication with project coordinator and officers to provide ongoing support and assistance.
• Collect the data of project participants or move at ground level with coordination of the project coordinators and officers.
• Oversees day-by-day data collection exercise, including coordination of data-collectors, their training, and data entry quality.

Project progress tracking and reporting.

• Engages in providing regular technical support in routine and adaptive monitoring to project team, including support for a meaningful indicator tracking.
• Supports the MEAL Specialist in regular reviews of indicator achievement tracking across consortia partners with accurate data disaggregation.

Organizational learning and capacity building.

• Engages in preparing presentation of the evaluation/other M&E activities and findings for internal sharing and a brief fact sheet for external use.
• Supporting the MEAL Specialist in organizing regular lessons-learnt sessions and collecting inputs from field teams.

Accountability, learning, dissemination and use of findings.

• Ensuring functionality of the CFRM channels during the field implementation and in all implementation-sites based on the CFRM assessment conducted by CFRM coordinator and project team
• Ensure confidentially of complaints and information received from various sources and closely participate with safeguarding and protection.
• Receiving all CFRM cases and registering them in the PIN Ethiopia CFRM logbook.
• Reporting received cases to CFRM coordinator and, in coordination with CFRM Coordinator, providing responses to the complainants.
• Collects CFRM cases from suggestion box and/or in person and ensures CFRM data from logbook are reported in a timely matter for monthly and quarterly report.
• Closely works with project team, CFRM team to ensure CFRM is included in a well-organized manner across the projects.

Additional Tasks:

• Collaborate with other actors working in the project target areas if needed.
• Be flexible and be able to give assistance with different activities not included in this primary job description, which will be beneficial for personal capacity development.
• Correctness and completeness of information acquired.
• Ensuring timely and effective implementation of project activities and meeting set results

Other

• Perform other assignments corresponding to actual needs of the mission, program, units and project.
• Substitute others related staffs during on absence while assigned by line lead/specialist, coordinator.
• Understand and adherence to overall PIN code of conducts, policies, guidelines and manual.
• Understand and Adhere to all donor’s and PIN’s guidelines and policies, with special focus on safeguarding and protection policies.

ACCOUNCOUNTABILITY AND SAFEGUARDING including Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH)

• Carry out the duties in accordance with the PIN Code of Conduct and Key policies.
• Participate in training and awareness raising (CoC and KP, Safeguarding…).
• Ensure that his/her team members attend training and awareness sessions and carry out the duties in accordance with PIN Code of Conduct and Key policies.
• Create and maintain a fulfilling and protective environment.

General obligations and responsibilities

• The Employee is obligated not to purvey any information concerning any of PIN activities to outsiders (including former PIN employees, who may no more be informed about current process in PIN).
• PIN is a relief and development organization whose aim is to help and assist needy people. The Employee’s position within the institution requires contacts with outside; he or she therefore conveys a certain image of the PIN. PIN expects its Employees to behave in appropriate manners at all times and in all places. All members of staff should ensure their attitudes correspond to PIN principles, both during and after working hours.
• The Employee takes over the responsibility for all entrusted material or cash. The Employee is obligated to cover all damages or losses caused by his carelessness. The Agreement of Liability of Assets has been signed separately.

Qualifications and requirements:

• Minimum 1-2 years of MEAL experience in humanitarian, specifically MPCA assistance-related projects, is preferable, and MEAL-related task management.
• Degree in social Science, development studies, economics, statistics, and related fields of study
• Experience in MEAL and in a similar position.
• Experience in PDM, distribution monitoring, and project participants’ beneficiary quantitative and qualitative data collection.
• CFRM mechanism awareness creation, Installation, case management, and/or other aspects of M&E
• Strong understanding of protection principles, GBV, Child protection, and PSEA
• Culturally sensitive, the ability to work in teams/ isolated situations, and stressful environments, and under pressure of meeting deadlines.
• Previous working experience in the INGO environment
• Computer friendly (Word, excel, power point, outlook etc)
• Knowledge of spoken & written Amharic, local language, and English.
• Knowledge of the Tigrigna language is mandatory.
