This position has a senior leadership role within the project. As a member of Senior Project Management team, the Finance and Compliance Manager will have the overall responsibility of providing direction and coordination of the Project finance, compliance and grants management functions. S/He will be responsible for financial, grants and compliance management of the project, including budget development, Financial Accounting, Financial Reporting; Compliance, and sub award management. The Finance and Compliance Manager will establish and maintain sound financial management practices and ensure the project’s compliance with WVI and DoS procedures, rules and regulations. The position will be based in Ethiopia, Addis Ababa and will report to the Project Director.
Activities
15% Financial Management & Strategy
Lead annual budgeting, financial forecasting, and long-term financial strategic planning for the project.
Provide strategic financial analysis against established project strategic milestones to facilitate informed executive decisions by providing pipeline analysis.
Ensure effective integration and coordination between NO finance, Project Finance and program teams.
Provide strategic oversight of all financial management functions including budgeting, forecasting, accounting, reporting, treasury management, and financial controls.
Strengthening financial risk management systems and internal control mechanisms of the project.
Provide a strategic support to ensure the project manages both operational and financial risks in a more proactive manner ensuring compliance established World Vision policies and procedures, donor rules and regulations and statutory requirements.
Ensure required skill sets and level of staffing, systems and processes are in place for the smooth operations of the project.
20% Planning and Budgeting
Support budget holders in preparation and development of budgets, spend forecasting and ongoing grant monitoring across the implementing partners.
Develop, analyze and monitor program budgets; monitor and track obligations and expenditures against budgets
Maintain accurate financial pipeline reports and other monthly financial reports for internal analysis and tracking purposes to be reviewed with the Project Director and other relevant WVI and WVE staff members
Provide technical assistance, as needed, to consortium partners/sub-grantees on financial compliance and reporting
Act as Focal person and provide guidance to Consortium Partners on budgets and financial reporting related matters.
Ensure that timely posting B, G budget in the Sun System;
Perform reconciliation of B &G budgets and PABS; and brining to the attention of Finance and Admin Director
Participate in annual work plan preparations/PREP; support technical team with putting price index together in consultation with Supply Chain team
Make an update to B&G budget based on modifications made to PABS by the support office
25% Financial Accounting, Reporting, and Controlling
Manage project financial systems and provide project leadership team and all budget holders with a monthly update on the budget variance analysis
Ensure project cash projections and needs are timely shared with NO treasury to ensure the existence of sufficient cash for project operations.
Manage annual accounts preparation in collaboration with WVE national office finance.
Ensure timely and accurate financial report preparation and submission for internal management of the project, National office and support office; verify its alignment with narrative reports.
Ensure timely financial reporting as per approved grant agreements.
Ensure monthly effort reporting exist and reconciliation are made against budget in consultation with payroll team.
Participated in a monthly financial reviews (MFRs) preparation and ensure that the project accounts are clean and contribute to the achievement of KPI set for WVE finance department.
Prepare pipeline analysis regularly to evaluate activity costs, spending trends, and patterns and make insightful recommendations based on the analysis.
Track and monitor reimbursable VAT and ensure timely recovery from respective Government authorities.
Ensure charging of IRA on grant and matches with the IRA rate set by WVUS.
15% Grant Financial Operations
Promote financial accountability for the grant to ensure compliance to both World Vision policies and Donor Regulations.
Monitor actual grant expenditures against approved donor line items on a monthly basis to display rapid decision making and proper planning.
Periodic assess whether donor regulations are respected both in WVE operations and at sub grantees level, report all findings with recommendation to sub grantee management and consortium management for corrective action.
15% Risk Management, Audit, Governance and Compliance
Lead the development and implementation of project-level operational risk management frameworks.
Maintain and regularly review project level risk registers and mitigation plans.
Advise project senior management team on emerging financial risks.
Ensure effective internal controls across finance functions.
Liaise with the WVE Risk and Internal Audit to improve necessary documentation and or answers to questions arising from internal and external reviews or audits.
Ensure readiness for audits through proper documentation, reconciliations, and compliance checks.
Support compliance reviews, investigations, donor verifications, and audits.
Support yearly financial audit on general accounting for local authorities.
Handle pre-audit test for project transactions, upload financial source document sample selected by external auditors for auditors’ work.
Lead external and internal audits and ensure smooth coordination and timely completion;
Review audit findings and lead the implementation of corrective actions and recommendations.
Ensure project finance operations are in compliance with donor regulations, WVE organizational policies, and statutory requirements.
Ensure adherence to WVI safeguarding, anti-fraud, anti-corruption, ethics, and compliance standards.

Ensure the existence of appropriate staffing within the Finance Unit
Lead, mentor, and develop finance team, fostering a culture of accountability, collaboration, and continuous improvement.
Set clear performance objectives and conduct regular performance reviews.
Identify capacity gaps and implement targeted training and development initiatives.
Ensure effective coordination and support across consortium office, Sub-grantees and field finance.
