Project name–STEP IV – Jobs and Skills 4 Climate

Project context and position objective of the special initiative Jobs and Skills 4 Climate, under Ethio-German Sustainable Training and Education Programme (STEP IV) strengthens the role of green jobs and skills in partner countries’ transitions to low‑carbon, climate‑resilient economies. The project links investments in green skills with climate and socio‑economic benefits, integrates national climate and labour policies with local training programmes, and enables international knowledge exchange. It ensures participation and benefits for key target groups (including women and youth), embeds tangible economic and social dividends to broaden public support, and shares lessons and scalable approaches across countries.

The Advisor provides technical and coordination support to operationalize Ethiopia’s NDCs and related climate strategies through green skills development and employment promotion. The role contributes directly to project’s outputs on policy integration, market‑relevant training solutions, and evidence generation for climate and jobs.

Key Functions

• Provide technical advice to MoPD and MoLS on aligning NDC targets and climate strategies with skills development, TVET, and labour market measures and Ethiopia’s positioning for COP32.
• Lead the design and piloting of green skills frameworks and training solutions linked to priority climate sectors (e.g., energy efficiency, renewables, climate‑smart agriculture, sustainable industry and transport).
• Coordinate multi‑stakeholder processes that connect climate policy, skills standards, curricula, and employer demand, ensuring inclusion of women and youth.
• Generate practical evidence on climate and socio‑economic benefits of green skills interventions; design M&E approaches and contribute to results reporting.
• Support integration of gender equality and social inclusion in policy instruments, training programmes, and employment services.
• Facilitate knowledge exchange with regional/global counterparts; document and disseminate lessons and scalable approaches.
• Contribute to work planning, activity budgeting, procurement inputs, and compliance with GIZ processes.
• Maintain cooperation and communication with implementing partners, private sector, TVET institutions, and relevant development initiatives.
• Ensure quality assurance for technical outputs and safeguard climate relevance (mitigation/adaptation).

Tasks Policy and strategy advisory

• Map NDC measures and national climate strategies relevant to skills and jobs; identify priority entry points with MoPD/MoLS.
• Draft and review policy notes, action plans, and implementation guidelines that integrate climate objectives into labour/skills systems.
• Advise on financing and incentive instruments that link climate investments (public/PPP) to workforce development and placement.

Green skills development and labour market linkage

• Conduct sectoral and occupational analyses to define green occupational profiles and competency standards.
• Co‑develop modular curricula and training packages with TVET providers; integrate digital tools where relevant.
• Design employer partnerships, apprenticeships, and job placement mechanisms targeting youth and women.

Evidence, M&E, and learning

• Establish baselines and KPIs for climate impact (e.g., GHG reduction proxies, resilience outcomes) and socio‑economic results (employment, income, inclusion).
• Lead or commission tracer studies, cost‑benefit analyses, and case studies; synthesize findings for decision‑makers.
• Prepare technical briefs, toolkits, and scaling guidelines; organize peer learning and exchange formats.

Coordination and communication

• Convene technical working groups across MoPD, MoLS, TVET agencies, private sector, and CSOs.
• Prepare and deliver technical presentations, workshops, and trainings.
• Draft terms of reference, review deliverables of consultants/service providers, and ensure compliance with GIZ quality standards.

Operational contributions

• Input to annual/quarterly operational plans and budgets; track progress and risks.
• Ensure adherence to GIZ procedures on procurement, data protection, and compliance.

Contribute to reporting to commissioning parties and internal GIZ systems.

Qualifications

• Master’s degree in economics, public policy, environmental/climate studies, engineering, or related field. Equivalent combination of experience and education may be considered.

Professional experience

• Minimum 5 years of relevant experience in climate policy implementation (NDCs, NAPs, sector strategies) and/or green skills/TVET reforms.
• Proven experience in designing skills frameworks, occupational standards, curricula, and employer partnerships in climate‑relevant sectors.
• Track record in results measurement linking skills interventions to climate and socio‑economic outcomes.
• Experience working with Ethiopian government counterparts (preferably MoPD, MoLS), TVET institutions, and private sector.
• Experience in multi‑stakeholder coordination and donor‑funded technical cooperation projects.

Technical competencies

• Strong understanding of mitigation/adaptation entry points in energy, agriculture, industry, transport, or related sectors.
• Knowledge of labour market instruments, skills classification, competency‑based training, and work‑based learning.
• Ability to translate climate targets into actionable skills development pathways and employment measures.
• Proficiency in designing M&E systems with climate and jobs indicators; ability to interpret and communicate evidence to policy audiences.
