Women Empowerment Action (WE-Action) is a feminist women’s rights organization that has been operating across various regions in Ethiopia, including Amhara, Oromia, Southern Ethiopia, Central Ethiopia, and Tigray, for the past 30 years. WE-Action has four strategic goals: combating gender inequality, promoting gender-equitable and sustainable livelihoods, ensuring protection and lifesaving support, and achieving organizational excellence. WE-Action is currently seeking a competent GBV Case Management Officer, ensure improved quality of health and psychosocial support for survivors, support development of a functional referral networks in WE-Action Dasenech Field Office.

1. Description of the position

• Reports to: Field Office Coordinator

• Duration: for one year & possibility extends based on performance evaluation result and availability of budget

II. General duties and responsibilities

The Child Protection Case Management Expert will work to ensure improved quality of protection and psychosocial support services for vulnerable and at-risk children, including survivors of abuse, neglect, exploitation, and violence. The expert will facilitate functional referral pathways and coordination mechanisms that enhance children’s access to safe, confidential, and timely services that meet their best interests. she will oversee child protection case management services, including identification, assessment, case planning, referral, follow-up, and case closure, while ensuring compliance with child protection minimum standards and safeguarding principles. The expert will also conduct community awareness activities, and collaboration with local partners, government offices, and service providers to promote the safety, well-being, and protection of children.

Program Implementation:

• Provide direct support and care for vulnerable and at-risk children, including survivors of abuse, neglect, exploitation, violence, and other child protection concerns, through child protection case management and psychosocial support services.
• Ensure age-appropriate and child-friendly case management services, including identification, assessment, case planning, referral, follow-up, family tracing, reunification where appropriate, and case closure.
• Follow child protection guiding principles of the best interest of the child, confidentiality, safety, non-discrimination, and meaningful child participation while providing services.
• Ensure proper documentation of child protection cases through the utilization of case intake, assessment, action planning, follow-up, referral, and case closure forms appropriately. Ensure all documentation on reported child protection cases and referrals made are updated, accurate, organized, confidential, and well maintained by case workers and social workers.
• Work with stakeholders to develop and strengthen child protection referral networks and monitor the implementation of referral pathways to improve children’s access to safe, confidential, and timely support services that meet their needs.
• Ensure adherence to child safeguarding principles and the provision of child-centred care that respects the rights, dignity, and best interests of every child.
• In consultation with children, caregivers, and communities, develop and support the implementation of age-appropriate psychosocial support and resilience-building activities for children, with emphasis on those at high risk and survivors of violence.
• Support family strengthening interventions, parenting support, and family reunification processes where appropriate to promote the safety and well-being of children.

Monitoring, Evaluation, Learning and Reporting:

• Provide/facilitate CP/GBV trainings for all relevant community actors, including; psychosocial First Aid Volunteers, Community Health Volunteers, women groups, other informal and formal community structures, and any other identified groups on GBV, child protection topics, including but not limited to: GBV basic concepts &referral pathways, guiding principles, sexual exploitation and abuse.
• In collaboration with the GBV Case Management Expert, facilitate other GBV response capacity building Trainings for referral pathway actors, including: GBV referral protocols/principles, guiding principles for working with GBV survivors Clinical Care of Sexual Assault Survivors.
• Coordination, Relationship Building and Advocacy.
• Support fellow social workers and local partner in all response related aspects, not limited to training, sub-agreements, implementation, reporting, mentoring, supervision, monitoring and evaluation throughout implementation process.
• Support adherence to CP/GBV referral protocols and guiding principles for working with survivors.
• Prepare and submit weekly & monthly reports as required and incorporate supervisors’ feedback in a timely manner, including information related to survivor non-identifying data, treatment provided, follow up visits, drugs availability at health centers that are providing Clinical management of rape (CMR), referrals to other service providers and awareness activities conducted etc.
• Participate in the development of procurement and spending plans and work plans to ensure the successful implementation of programs
• Ensure supplies/resources are requested on a timely manner for timely implementation of program activities including manage/prepare contingency program stock supplies where necessary.
• Utilization of program supplies and resources to ensure efficient use of available resources.
• Ensure tracking of key program indicators and progress through utilization of the M&E data collection and indicator tracking tools.
• Actively participate and collaborate with M & E section in the establishment of monitoring & Evaluation system of new and existing projects under coordination.
• Make regular field visits to projects/programs under coordination for technical support at least one visit per quarter and provide reports
• Facilitate and implement project mid and end term evaluations to be conducted by government signatories and external consultants.
• Facilitate and participate program Visit for government and funding partners
• Compile, and submit quality projects’ monthly, quarterly and annual reports to the Project Office Coordinator and government signatory offices
• Document daily learning’s in Projects/programs including codifying lessons learned and knowledge of resources/tools/best practices, case studies etc
• Gathering appropriate, relevant and accurate assessment /monitoring data from target groups and analyzing data and sharing reports using the guiding principles
• Using project MEL plans consider the objectives and performance during regular monitoring visits and supervisions
• Timely respond to request of data gathering and reporting for internal or external use
• Work closely with M&E personnel and refer to M&E manuals while using tools or templates to gather evidence
• Incorporate safeguarding and program participants risks during each monitoring visit and include in monitoring checklists

Compliance and Performance

• Read, understand and strictly respect donors and government compliances and support field office to respect the required compliance.
• Strictly follow and adhere to organizational policy and standardization manuals.

Gender and Social Inclusion and Accountability

• Participate and contribute for organization gender and accountability work.
• Plan, implement and report gender equality, social inclusions and accountability activities in respective projects/programs.
• Work in collaboration with the Gender and Social Inclusion coordinator in designing and implementation of gender capacity building for field staffs.

Accountability and transparency

• Ensure that communications and products of WE-Action are visible in project area
• Adhere to the organization accountability framework; communicate for employees for effective implementations.
• Implement WE- Action compliances to Core Humanitarian Standards (CHS) and develop communities’ capacity accordingly.
• Participate in external verification process of WE- Action Core Humanitarian Standards.
• Conduct routine risk assessments, monitor and report any issues related to Safeguarding.
• Create awareness to community, target groups and peers on safeguarding during weekly, monthly, and quarterly dialogue sessions.
• Create awareness to community, target groups and peers on WE-Actions compliant Handling Mechanisms during weekly, monthly, and quarterly dialogue sessions.
• Participate in organizational conversations to discuss on cross cutting issues such as gender, HIV, safeguarding, social inclusion etc…

• Identifies and refers to appropriate services any other associated persons including careers, family members and children at risk.
• Able to document safeguarding concerns, and maintain appropriate record-keeping, recording the wishes and views of the adult or child at risk, differentiating between fact and opinion.
• Gather feedback and complaints on any concerns of the project implementation and organization and formally document and report back to field offices with a confidential and secure manner.

III. Job Requirement

• MA/MSc/BA/BSC in social work-related field (Sociology, Psychology, Gender studies).
• 2 years related work experience for /BA/BSC and 2 years related work experiences for MA/MSc
• Child Protection Case Management Expert Position in NGOs is preferable.
