The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Transport and Logistics Expert position who meet the following requirements.

Job Summary

Transport and Logistics Expert is responsible for overseeing and optimizing transportation and logistics operations within the organization. This role involves developing and implementing strategic plans to enhance efficiency, reduce costs, and ensure timely delivery of goods. The Transport and Logistics Expert is also responsible for analyzing transportation and logistics data, identifying trends, and recommending improvements to enhance overall supply chain performance.

Duties and responsibilities

• Strategic Planning:
  • Develop and implement strategic plans to optimize transportation and logistics operations, ensuring alignment with organizational objectives.
  • Identify opportunities to enhance efficiency, reduce costs, and improve overall supply chain performance.
• Transportation Management:
  • Oversee the selection and management of transportation providers, negotiating contracts and rates to optimize cost-effectiveness and service quality.
  • Monitor transportation routes, schedules, and performance to ensure timely and accurate delivery of goods.
• Logistics Analysis:
  • Analyze transportation and logistics data to identify trends, patterns, and areas for improvement.
  • Prepare reports and present findings to management, providing actionable insights and recommendations.
• Inventory Optimization:
  • Collaborate with inventory management teams to optimize stock levels, minimize carrying costs, and prevent stock outs.
  • Implement strategies to enhance inventory turnover and reduce excess inventory.
• Compliance and Regulations:
  • Ensure compliance with local, national, and international regulations governing transportation and logistics operations.
  • Stay updated on industry regulations and standards, adjusting operations as necessary to maintain compliance.
• Vendor Management:
  • Build and maintain strong relationships with transportation vendors and suppliers.
  • Conduct regular vendor performance evaluations and implement improvement plans as needed.
• Technology Utilization:
  • Evaluate, recommend, and implement logistics and transportation management systems to streamline operations, enhance visibility, and improve decision-making.
• Risk Management:
  • Identify potential risks in transportation and logistics operations and develop contingency plans to address unforeseen challenges.
  • Monitor and manage risks related to supply chain disruptions, transportation delays, and inventory shortages.
• Team Collaboration:
  • Collaborate with cross-functional teams, including procurement, warehousing, and sales, to optimize end-to-end supply chain processes.
  • Facilitate effective communication and coordination among team members to achieve common goals.

Specification:

• BA or MA degree in Supply chain Management, Business management, Transport Management or any other related fields.
• 5 years for Masters or 7 years for BA In Supply chain management, Logistics, Fleet and related job positions

Trainings and certification

• Transportation Management, Change and Transformational management, Basic Knowledge of Microsoft Office applications specially Excel and Word.

Knowledge:

• Knowledge of all logistics/Transportation related assumptions, realities, government policy and procedures.
• Understanding, know-how and use of all modes of transportation and all election destinations.
• Not a member of a political party.

Know-How (Skills) (Technical competencies):

• In-depth knowledge of transportation modes, regulations, and industry best practices.
• Strong analytical skills and proficiency in data analysis tools and software.
• Excellent communication and negotiation skills, with the ability to build and maintain relationships with vendors and internal stakeholders.
• Project management experience, including the ability to plan, execute, and evaluate logistics initiatives.
• Familiarity with logistics and transportation management software and technology solutions.
