Community in Action against Poverty (CAAP) is a local organization that has been officially registered by the FDRE Agency for Civil Society Organizations on December 24, 2018, under registration number 4091. CAAP works in the Somali region and focuses on responding to emergencies, development, and promote peace. CAAP’s vision is to create a poverty-free Somali regional state where women are empowered to create a resilient, inclusive, and fair future for themselves, their families, and their communities. Currently, CAAP covers 38 woredas, with a staff of over 100 staff working across the region

Job Description

Job Purpose Summary ;The Supply Chain Coordinator leads CAAP’s logistics and supply chain operations, ensuring efficient procurement, fleet management, warehousing, and asset management. The role primarily supports WFP’s General Food Distribution (GFD) project, adhering to organizational and donor standards while fostering compliance, sustainability, and capacity development across supply chain functions. Key performance indicators (KPIs) include the percentage of purchase requests processed within procurement lead times and the percentage of goods and services sourced through framework agreements (FWA.)

Responsibilities: 
1. Strategic Supply Chain Management

• Develop and implement CAAP’s supply chain strategies in alignment with its Logistics Manual and donor requirements.
• Ensure efficient management of procurement, transport, warehousing, and stock control to support GFD and other projects.
• Monitor procurement performance, focusing on lead time compliance and framework agreement utilization.
• Contribute to program proposal development by assessing supply chain feasibility, budgeting operational costs, and defining risk mitigation strategies.

2. Procurement Management

• Ensure transparent, efficient, and accountable procurement processes, adhering to CAAP’s policies and donor standards.
• Process purchase requests within the defined lead times and ensure a high percentage of goods and services are sourced through FWAs.
• Oversee procurement planning to align with project timelines and operational needs.
• Ensure complete, auditable procurement documentation and timely vendor payments.
• Provide capacity-building initiatives for procurement staff to enhance compliance and efficiency.

3. Fleet and Transportation Coordination

• Strategically manage CAAP’s fleet to ensure operational efficiency and alignment with programmatic needs.
• Oversee vehicle maintenance, safety compliance, and adherence to national traffic regulations.
• Coordinate staff movements with security protocols and ensure resource availability for GFD operations.
• Implement cost-effective and sustainable vehicle asset management, including depreciation planning.

4. Warehousing and Commodity Management

• Oversee warehouse operations to ensure the safe, secure, and efficient storage of commodities in line with WFP GFD SOPs.
• Coordinate with field teams for the receipt, storage, and distribution of food commodities, maintaining accountability at all stages.
• Conduct physical inventory counts to ensure stock accuracy and compliance.
• Maintain robust inventory management systems (e.g., LESS LMS) for real-time tracking and reconciliation.
• Document and report incidents of underweight or damaged bags, utilizing high- and medium-incident reporting templates.
• Facilitate readiness assessments and improvements for distribution sites.

5. Asset Management

• Maintain and regularly update CAAP’s asset register, ensuring comprehensive tracking and accountability.
• Plan and budget for the depreciation and replacement of key assets, such as vehicles and IT equipment.
• Ensure authorized documentation supports all asset status changes, maintaining compliance with donor and organizational policies.

6. Integration with GFD Operations

• Act as the primary logistics liaison with WFP and other partners for GFD operations.
• Coordinate the reception and delivery of food commodities to distribution points, ensuring smooth operational flow.
• Verify food allocation aligns with Food Release Notes (FRNs) and GFD distribution plans.
• Ensure each dispatch includes accurate waybills for tracking, audit, and compliance purposes.
• Oversee the preparation of distribution sites, ensuring availability of essential materials and equipment.

7. Reporting and Compliance

• Generate and review weekly and monthly supply chain reports, including warehouse utilization and inventory summaries.
• Ensure compliance with CAAP’s policies, donor requirements, and WFP standards.
• Prepare daily closing balances, commodity reconciliation reports, and incident documentation.
• Retain all relevant records (e.g., waybills, inventory logs, FRNs) for audit and compliance purposes.
• Promote cross-cutting issues such as gender, environmental sustainability, and conflict sensitivity in supply chain operations.

• Procurement Efficiency: Percentage of purchase requests processed within the procurement threshold lead times.
• Framework Agreements: Percentage of goods and services purchased through framework agreements (FWA).
• Warehouse Compliance: 100% adherence to WFP warehouse SOPs.
• Inventory Accuracy: Discrepancies in physical and recorded inventory below 2%.
• Timeliness: On-time dispatches and deliveries meeting project schedules.
