Background And Purpose Of The Assignment

The main purpose of the position is to lead the implementation of 2 Advocacy and Communication plans and support the Project Coordinator in the advocacy work for the project ‘Strengthening the Nutrition Sensitivity of Social Protection’ (SNaSSP) in Ethiopia.

The WFP’s Nutrition Division have received funding from the Bill and Melinda Gates Foundation (BMGF) for Strengthening the Nutrition Sensitivity of Social Protection in Ethiopia. The project is aimed to contribute to improving the nutritional status of children, adolescents and women through the implementation of nutrition-sensitive social protection programmes. The project will deliver a gender-transformative nutrition package to two social protection programmes currently being implemented in Ethiopia, namely the Productive Safety Net Programme (PSNP) and the School Feeding Programme (SFP). This will be implemented by Strengthening the overall enabling and regulatory environment for nutrition delivery through social protection programmes and will generate evidence on a comprehensive gender transformative and nutrition package to be implemented within the PSNP and SFP.

WFP Ethiopia urgently needs an advocacy and communication Officer to support the SNaSSP project under the direct supervision of the Ethiopia Country Office Nutrition Head and project coordinator. This position would be assigned to engage with government ministries and departments supporting the project, such as Agriculture, Education, Health and Women and Social Affairs, and other development partners supporting nutrition sensitive programming and those supporting PSNP and SFP. The aim is to build support from stakeholders for implementation of project’s intervention packages and leveraging the project’s advocacy and communications plans for strengthening nutrition in sectors’ programming.

The advocacy and communication Officer will bring technical expertise in advocacy and programme communications for nutrition, public health, social protection for effective stakeholder engagement, collaboration, and partnerships.

• Job Location, line of Reporting: This position is based in Addis Ababa, Ethiopia, and reports to Project Coordinator – Fortification.
• Position Role: The incumbent is expected to lead the implementation of the 2 Advocacy and Communication Plans (for PSNP and School Feeding) which have been developed under this Bill and Melinda Gates Funded project, with close support from the Project Coordinator.

Accountabilities/Responsibilities

The advocacy and communication Officer will:

• Lead the implementation of 2 advocacy and communications plans for School Meals and PSNP and support their implementation in the project.
• Engage and communicate with federal level stakeholders, establishing and maintaining strong collaborative relationships for their continuing support and contribution to the project deliverables.
• Leverage on existing relevant coordination platforms and ensure that the project intervention packages, and advocacy plans contribute to the wider nutrition sensitive programming and fortification.
• Engage and communicate with local communities and get their buy-in ahead of implementation, for programme uptake and effective community involvement.
• Effect this work to advocate for stronger nutritional sensitivity and resilience of other critical nutrition platforms.
• Play a lead role in the Food Systems Summit policy dialogues, will leverage its Food Systems Summit advocacy and relationships in support of this work.
• Support advocacy efforts for this project, involving stakeholder coordination and coalition building among the nutrition development partners including but not limited to the Nutrition development Partners Forum (NDPF), Large-Scale Food Fortification (LSFF) community among others.
• Coordinate project advocacy with broader LSFF policy/advocacy work by other stakeholders (e.g., GAIN, UNICEF, NI).
• Support the capacity building of WFP staff, partners, and national government in nutrition and other sectors to advocate and communicate priority nutrition needs at relevant platforms to ensure that nutrition sensitive programming remains on the agenda.
• Perform other tasks within the technical area of work, as required.

Qualifications & Experience Required

• Education: Completion of Secondary Education. University Degree in Nutrition, Public Health, Food Science/Technology, Media and Communications or other relevant fields.

Experience

• Seven years of relevant professional experience is required in the following:
  • Experience in advocacy and communication work related to nutrition/public health/food security/related activities.
  • Experience in nutrition programming, the SFP and/or PSNP.
  • Experience in advocacy and communication with government counterparts and the private sector, on aspects related to Nutrition / PSNP / SFP.
  • Experience in identifying and promoting advocacy messages for nutrition issues and solutions.

Knowledge & Skills

• Strong technical knowledge of Advocacy and communication work
• Technical knowledge of public health and nutrition and social protection programmes.
• Good overall knowledge about the PSNP and SFP programs including fortification landscape in Ethiopia, key players, policies, and programmes.
• In-depth knowledge of global nutrition goals, programmes such as the Sustainable Development Goals, the SUN movement for scaling up nutrition, etc.

Fluency in English and Amharic language;
