Special Advisor to the State Minister, Health System and Capacity Building Full Time NEW

The Ministry of Health would like to invite competent and interested applicants for the following position:

KEY RESPONSIBILITIES:

The Special Advisor will provide high-level technical and administrative support across several critical directorates, including Health Infrastructure, Human Resource Development, and Digital Health. Key duties include:

• Strategic Planning & Coordination: Facilitate the preparation, review, and approval of annual plans for various health infrastructure desks (Design, Construction, ICT).
• Human Resource Transformation: Support the development of technology-assisted HR information systems and strategies to improve health professional distribution and retention.
• Digital Health Innovation: Assist in the implementation of national digital health policies, including the development of community portals and integrated information systems.
• Institutional Reform & Governance: Coordinate institutional change activities, oversee accountability systems, and conduct good governance index surveys to improve service delivery.
• Quality & Innovation: Promote health system equity and safety by identifying best practices and scaling innovative service delivery models.
• Liaison & Collaboration: Work with partner organizations, professional associations, and international agencies to enhance health sector capacity and infrastructure.

Qualification

EDUCATIONAL BACKGROUND:

• Education: Advanced degree (master’s or PhD) in Public Health, master’s degree (MBA).

WORK EXPERIENCE:

• Minimum of 17 years of extensive professional experience in high-level government or healthcare administration as Head of the Minister Bureau, Head of Minister’s or state minister office, State Minister Advisor, or Hospital CEO.
• Proven track record in managing ethics, anti-corruption, and institutional reform.
• Demonstrated experience in finance, procurement, and property administration within the health or public sector.

LANGUAGE REQUIREMENTS:

• Proficiency in Amharic, English,

ACCOUNTABILITY:

Both the Civil Service and MoH/RHB rules and regulations will be applied to guide the day-to-day activities and performance of the advisor. As new priorities emerge, the MoH may periodically revise the Terms of Reference (TOR) for this position.
