About You

Duties and accountabilities

The Senior Medical Device Project Coordinator will support the overall medical devices acquisition, deployment, maintenance, repair, and other aspects of the medical device management components. Specifically, the incumbent will be:

• Responsible for World Bank grant medical devices procurement through providing need assessment, product selection, specification preparation, bid evaluation, bid preparation, managing contract, installation, maintenance and users level training for healthcare providers.
• Coordinate with procurement teams to ensure timely acquisition of medical devices.
• Develop and implement a detailed project plan
• Provide technical support and supervise World Bank grants medical devices procurement in collaboration with implementing partners.
• Assist MoH/PMD LEO Medical device management team in the selection of appropriate health technologies and specific medical devices for intended purposes;
• Provide support to the MoH/PMD LEO medical devices management team in the development of appropriate specifications, preparation of procurement plan, and preparation of bidding documents;
• Ensure that the procurement process fulfills the relevant national and global requirements, procedures and guidelines;
• Support the LC process, shipment process, and clearance processes of medical devices
• Prepare distribution plan and accordingly follow delivery of medical devices to intended health facilities;
• Support the contract administration of medical devices such as installation, testing, commissioning, training, warranty management, operationalization and utilization of medical devices;
• Closely support the implementation of all procurement activities through on time follow up of their status.
• Prepare and generate periodical report and share to relevant stakeholders timely;
• Assist MoH Medical device management team in communicating with stakeholders on issues related to the quality, safety and performances of the medical devices supplied;
• Support Medical device management team in the development of documents with respect to medical devices procurement and management;
• Whenever necessary, provide support to medical device management team to conduct monitoring and evaluation;
• Support the coordination and cooperation activities by participating in relevant task forces, technical working groups, strategic meetings and workshops;
• Support capacity building and system strengthening efforts of health facilities staff with particular emphasis on strengthening of Emergency Response and Recovery and restoration of conflict affected health facilities on medical devices installation, training, maintenance and management capacities at RHBs & lower levels, etc.
• Other related tasks when requested by MoH/PMD LEO.

Reporting

• The Senior Medical Device Project Coordinator will report to the MOH Pharmaceutical and Medical Equipment LEO.

Qualifications

• Bachelor’s degree in biomedical engineering, and Masters in Biomedical Engineering or Logistics and Supply Chain Management is required
• Having Bachelor’s degree in biomedical engineering is mandatory.
• Minimum 10 years proven work experiences in medical device procurement or inventory management and installation follow ups.
• Having Experience working federal or regional health bureau level or at EPSS is desirable.
• Ability to demonstrate in depth understanding and analytical capacity across issues related to grant management
• Ability to quantify, analyze and review budget of medical devices
• Ability to prepare, organize and initiate procurement plan, prepare specification, prepare bidding document, evaluate bids, prepare contract agreement, prepare Purchase Order, follow LC process, follow shipment process, facilitate clearance process, and prepare medical device distribution.
• Ability to follow proactively for all activities in the procurement process
• Strong knowledge of the end-to-end procurement process and implementing operations of procurement of medical devices
• Ability to understand the public procurement regulations, policy and procedures and other rules
• Demonstrated ability to empower a diverse team focused on many priorities
• Cooperatively work with teams and individuals
• Excellent communication and interpersonal skills

Accountability

• Both the Civil service and MoH rules and regulations will be applied to guide the day to day activities and performance of the manager.
• *As new priorities emerge, the MoH may periodically revise this TOR for this position.
