Job Summary

The Risk and Compliance Officer is responsible for ensuring the timely and efficient monitoring of the delivery, distribution, documentation and field level reporting associated with JEOP and check whether the operation is in compliance with USAID’s Reg 11, partners’ Minimum Commodity Management Standard and FH’s standard. The incumbent is expected to work in collaboration with JEOP officers, store keepers, distributors and data clerks to ensure implementation of the Community Based Targeting and Distribution within the respective FDPs. All these must be done while meeting the FH and USAID/FFP commodity management standards.

Principal Responsibilities

Key Result #1 – Follow up and report

1. Conduct regular visits at projects and FDPs in closing findings, obtaining evidences of such closures and prepare field trip reports, with recommendation and action plan for each FDP;
2. Support CRS’s Compliance Officers in field work when verifying and closing findings;
3. Review findings from CRS’s monitoring reports and “Follow Up Matrix Sheets” and work directly with CRS Compliance Officers to address and close those findings;
4. Review monitoring reports from field monitors and ensure data integrity;
5. Work with all projects and FDPs to address all findings from monitoring reports;
6. Take actions with JEOP management, project managers, Commodity Supervisors, Distributors and Storekeepers in closing findings, and document any progress of closing the findings;
7. Ensure important communications, monitoring reports and follow up sheets (with evidences of closing the findings) are kept consistently and in an organized manner;
8. Ensure no damaged commodities are distributed to beneficiaries;
9. Oversee the distribution process at the FDP in collaboration with JEOP officers and supervise the random weighing of beneficiary receipts to ensure proper rations are distributed;
10. Ensure that all commodities delivered at the FDP are properly distributed and accounted for;
11. Facilitate beneficiary selection and validation process in alignment with the National targeting criteria and ensure that it is community-based targeting;
12. Follow up on the disposal of damaged commodities.
13. Ensure the adequacy of warehouse materials and equipment in satellite FDPs as per the satellite FDP management minimum standard.

Key Result #2 – Capacity building

1. Assess and recommend training needs for commodity management staff, facilitates training as needed, and supports field offices and FDP activities as the direction of Risk and Compliance Manager.
2. Provide adequate support to build capacity of Commodity Accountants, Store Keepers, Data Clerks, and Distributors ensuring compliance with JEOP Minimum Standards for Commodity Management and FFP regulations.
3. In collaboration with JEOP Officers, facilitate cascading of the National targeting guideline training to Government officials at Woreda and Kebele level.

Key Result # 3- Others

1. Coordinate and liaise at operational level, with local authorities, NGOs and counterparts, provide information regarding beneficiary registration, commodity distribution, distribution plans, and project progresses.
2. Identify and recommend other needs such as safety and security of beneficiaries, access to food needs and ensure that beneficiaries are treated with respect and in a dignified way.
3. Responsible for the rollout of the current C-SAFE operational manual through participation of the program team and the communities where FH Ethiopia works.
4. Understand and identify locally appropriate, user-friendly and culturally sensitive communication channels for feedback at the project level.
5. Establish detailed work plans at the project levels for the rollout of C-SAFE, at the project level and ensure that set out processes, procedures and forms are consistently used at the project level.
6. Continuously communicate Information, Education, and Communication (IEC) material (sensitization materials) for the project staff and Donor/FH’s key messages for the community during food distribution.
7. Continuously report operational work plans for the rollout of C-SAFE including processes and procedures of the project to the Country Advisor.

Experience

• At least 3 Years’ experience in a similar position preferably in an NGO setting.

Education/Certifications

• BA Degree in Accounting, Social Science or in other related field of study.

⮚ High level of initiative taking.

⮚ Excellent computer skill and knowledge in the area of MS word, MS Excel, PowerPoint and email communication and internet exploring.

⮚ Excellent meeting or training workshop organizing and facilitation skills

⮚ Data collection, cleaning and encoding experience is an asset

⮚ Knowledge of USAID Rules and Regulations is an asset

⮚ Excellent report writing and documentation skill

⮚ Excellent data analysis and interpretation skill

⮚ Trained on USAID grant rules and regulations with experience

Language

• ⮚ Basic Proficiency in both spoken and written English.

Safety & Security Responsibility

⮚ Encourages compliance of Safety and Security principles and policies of the organization by all staffs;

⮚ Visiting project Offices and operational areas periodically to meet staff and making sure that all staff members are aware of the safety and security procedures;

⮚ Explains to staffs the reasoning behind the organization’s safety and security policies and procedures

⮚ Organizing local training sessions, such as First Aid, Fire Safety, and Defensive Driving for staff members. If possible, he/she should conduct briefing and training sessions himself/herself;

⮚ Ensures that safety and security objectives are added to performance reviews and evaluations of all staff members;

⮚ Encourages staffs to adopt safe and secure practices. Ensuring that updated personnel information related to safety (Record of Emergency Data) and security management are kept in Human resources.
