Title: Research Consultant – Uncovering Historical and Systemic Injustice

Location: Shoa and Addis Ababa, Ethiopia

Employment Type: Contract

Duration: 3 months (October – December 2025)

Professional fee: Based on negotiation

Background

Adoye Centre for Ethiopian Women Empowerment and  Tarkanfi Sustainable Development,  in collaboration with the International Center for Transitional Justice (ICTJ) and the Advocacy Center for Democracy and Development (ACDD), are implementing a sub-grant activity, “Uncovering Historical and Systemic Injustice: The Socioeconomic Marginalization of Oromo Women in Education under the Haile Selassie Regime (1930-1974)”, under the European Union funded initiative, “Strengthening Civil Society Organizations’ Capacities to contribute to the Transitional Justice Process in Ethiopia – Phase II”..

The small-scale advocacy seeks to promote broad-based outreach, inclusivity, and diversity within Ethiopia’s transitional justice process. Specifically, it aims to document and raise awareness about the historical and systemic injustices experienced by Oromo women in education during the Haile Selassie regime and to use the findings to inform evidence-based advocacy and policy engagement.

Given the technical nature of the research component, the implementing partners wish to engage a qualified Research Consultant to conduct rigorous data collection and analysis to inform the development of advocacy materials, including a policy brief and related outputs. The consultant will play a key role in ensuring the research meets the project’s objectives, adheres to ethical standards, and provides actionable insights to support ongoing and future advocacy efforts.

Objectives of the Assignment

The overall objective of the assignment is to generate high-quality, evidence-based research on the socioeconomic marginalization of Oromo women in education during the Haile Selassie regime, which will form the basis for advocacy and policy engagement.

Specific objectives include:

• To review existing literature, archival materials, and other relevant documentation.
• To collect and analyze primary and secondary data related to the project theme.
• To produce a comprehensive research report and a concise policy brief summarizing key findings and recommendations.
• To present findings to key stakeholders for validation and use in advocacy efforts.

Scope of Work / Key Responsibilities

The Research Consultant will be responsible for:

• Inception Phase: Prepare and submit an inception report outlining the research design, methodology, work plan, and ethical considerations.
• Data Collection: Conduct qualitative and/or quantitative data collection (including interviews, focus group discussions, archival review) in accordance with agreed methodologies.
• Analysis: Analyze collected data to identify patterns, key findings, and policy-relevant insights.
• Drafting Reports: Prepare a draft research report and policy brief.
• Advocacy Workshop: Present key findings at a workshop organized by the implementing partners for feedback and advocacy.
• Finalization: Incorporate feedback and submit final versions of the research report and policy brief.

Deliverables

The Research Consultant will deliver the following:

1. Inception Report – detailing methodology, work plan, tools, and ethical safeguards (by agreed date).
2. Draft Research Report – including analysis of findings (by agreed date).
3. Draft Policy Brief – summarizing key findings and recommendations (by agreed date).
4. Presentation of Findings – at advocacy or stakeholder workshop (by agreed date).
5. Final Research Report and Policy Brief – incorporating feedback from implementing partners and stakeholders (by agreed date).

Reporting and Coordination

The consultant will report to project coordinators of Adoye CEWE and TSD and will work closely with ACDD and ICTJ for technical guidance.

6. Qualifications and Experience

• Master’s degree or higher in social sciences, history, gender studies, human right, or related fields.
• Proven experience conducting research on gender, education, historical injustices, human rights documentation, or related themes.
• Familiarity with Ethiopian context, especially Oromia region.
• Strong analytical, writing, and presentation skills.
• Fluency in Afaan Oromo and English (and preferably Amharic).

• Avoid sensationalism or misinformation and adhere to the confidentiality provisions
