Length of Contract: Until October 31,2026.

Place of Work: – Based in Northwest Tigray, Shire with frequent field travel to PIN’s project sites in different regions as required.

Job Description

1. Purpose

The Protection Officer is responsible for designing, implementing, and monitoring protection activities across emergency projects in Tigray, ensuring that all interventions including WASH and cash-based assistance are safe, inclusive, and adhere to protection principles. The role ensures that vulnerable populations, including children, children with disabilities are identified, assisted, and protected from harm, exploitation, abuse, and neglect.

2. Key Responsibilities

A. Protection Programming (General Emergency Response)

• Support the implementation of protection activities in line with humanitarian principles and organizational standards.
• Facilitate and Conduct protection risk assessments, safety audits, and community consultations to identify key protection concerns.
• Identify and support vulnerable individuals and groups, including children, women, elderly, and persons with disabilities.
• Provide inward and outward referrals (as per PIN Referral Package) for individuals with specific protection needs.
• Strengthen community-based protection mechanisms, including protection committees and safe spaces (for children, girls and Women.)
• Deliver awareness sessions on protection topics (e.g GBV prevention, child protection, PSEA).
• Ensure integration of protection mainstreaming across all sectors (WASH, Cash,… etc.).

B. Project-specific roles

• Ensure that cash and WASH assistance programs are designed and implemented in a safe, dignified, and inclusive manner.
• Conduct risk analysis related to WASH and cash programming (e.g., fraud, exploitation, GBV risks, exclusion errors).
• Support targeting processes to ensure the inclusion of the most vulnerable and at-risk populations.
• Monitor protection risks related to WASH and cash distribution and utilization.
• Ensure that distribution mechanisms are accessible and safe for all beneficiaries, especially vulnerable groups.
• Ensure inclusion principles of Gender, Age and Disability throughout the emergency project interventions in the area.
• Collaborate with MEAL teams to ensure accountability and safe feedback mechanisms in WASH and cash programming.

C. Accountability to Affected Populations (AAP) & CFRM

• Support the implementation of Community Feedback and Response Mechanisms (CFRM), ensuring accessibility for all, including children (child friendly CFRM Channels) and vulnerable groups.
• Promote awareness of feedback and complaints channels within communities.
• Ensure working closely with PIN-Ethiopia CFRM team for timely and confidential handling of complaints, including sensitive cases (e.g. SEA).
• Work Closely with CHP Specialist to Strengthen child-friendly and inclusive feedback mechanisms.

D. Coordination & Representation

• Closely work with Shire ECC Project Manager and the emergency response programs in the areas.
• Coordinate with other sectors to ensure protection mainstreaming across all interventions.
• Participate on regional, zonal and woreda level protection cluster meetings and relevant coordination forums.
• Liaise with local authorities, partners, and community leaders on protection issues.
• Represent the PIN in protection-related discussions when required.

E. Monitoring, Evaluation, Accountability, and Learning (MEAL)

• Support data collection, monitoring, and reporting on protection indicators.
• Ensure that protection concerns are documented, analyzed, and addressed.
• Contribute to PDM activities.
• Prepare regular activity and situation reports.

F. Safeguarding & Ethical Standards

• Uphold safeguarding policies, including Prevention of Sexual Exploitation and Abuse (PSEA).
• Ensure confidentiality and informed consent in all protection activities.
• Promote a “Do No Harm” approach in all programming.

ACCOUNCOUNTABILITY AND SAFEGUARDING, including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH)

• Carry out the duties in accordance with the PIN Code of Conduct and Key policies.
• Participate in training and awareness raising (CoC and KP, Safeguarding…).
• Implement Safeguarding measures throughout the project cycle including a risk analysis related to SEAH and Child protection for each project and develop a mitigation plan accordingly.
• Ensure that his/her team members attend training and awareness sessions and carry out the duties in accordance with PIN Code of Conduct and Key policies.
• Ensure that due diligence and/or capacity assessments of partners include an assessment of partners’ implementation of key safeguarding and risk policies/ procedure including the prevention of SEAH.
• Create and maintain a fulfilling and protective environment.

General obligations and responsibilities

• The Employee is obligated not to purvey any information concerning any of PIN activities to outsiders (including former PIN employees, who may no more be informed about current process in PIN).
• PIN is a relief and development organization whose aim is to help and assist needy people. The Employee’s position within the institution requires contacts with outside; he or she therefore conveys a certain image of the PIN. PIN expects its Employees to behave in appropriate manners at all times and in all places. All members of staff should ensure their attitudes correspond to PIN principles, both during and after working hours.
• The Employee takes over the responsibility for all entrusted material or cash. The Employee is obligated to cover all damages or losses caused by his carelessness. The Agreement of Liability of Assets has been signed separately.

Qualifications and requirements:

• Minimum 2-4 years of experience in protection programming in humanitarian/emergency setting
• Experience in protection in WASH and cash-based intervention (CBI) is highly desirable
• Strong understanding of protection principles, GBV, Child protection, and PSEA
• Culturally sensitive, the ability to work in teams/ isolated situations, and stressful environments, and under pressure of meeting deadlines.
• Previous working experience in the INGO environment
• Computer friendly (Word, excel, power point, outlook etc)
• Knowledge of spoken & written Amharic, local language and English.
