Project Background:

Neighbors In Need is a sub-recipient (SR) of the Health Development and Anti-Malaria Association (HDAMA) for the project entitled “School and Community Based Social Behavioural Change SBC to Reduce Malaria Burden in Ethiopia” to implement at Oromia regional state.  As an SR, NIN will work closely with Oromia regional state health bureau to provide capacity development and distribute booklets and training manuals to the regional identified implementing partners.

Job Overview/Summary – Programme Coordinator

The Programme Coordinator will play a critical role in ensuring the quality, effectiveness, and timely implementation of the project. The role involves providing leadership and strategic guidance to the project team in alignment with the agreement between HDAMA and NIN, and in compliance with NIN’s policies and procedures. The Programme Coordinator will work in close collaboration with HDAMA, the Oromia Health Bureau, and other key stakeholders to monitor progress, support operations, and ensure the achievement of planned outcomes and targets.

Major Responsibilities

As a member of the executive team, the Programme Coordinator will be responsible for the following:

• Ensure the delivery of project outputs in line with project documents, HDAMA-NIN agreements, and compliance standards.
• Lead the project team in designing and developing work plans, capacity building strategies, training schedules, budgets, and related deliverables.
• Provide timely and substantive input into project implementation, including budget planning, progress reporting, and activity alignment with expected outcomes.
• Maintain active engagement with local authorities, public relations teams, and relevant organizations in the Oromia regional border areas.
• Build and maintain strong partnerships and ensure continuous communication with stakeholders to improve project performance.
• Promote collaborative efforts with regional programs for effective implementation and optimal participation.
• Work closely with technical officers, M&E staff, and surveillance specialists to integrate lessons learned into decision-making and reporting.
• Organize and coordinate project meetings, training sessions, and events as per the work plan.
• Oversee daily project operations, including administrative and logistical management of the project office.
• Ensure strong coordination among key partners through regular meetings to address challenges and implement timely solutions.
• Oversee and ensure delivery of high-quality capacity-building initiatives, orientations, and mentorship sessions on malaria response.
• Collaborate with M&E and Finance teams to develop and review donor reports and ensure timely submission in line with requirements.
• Coordinate project reviews, M&E activities, documentation of best practices, and the creation of knowledge products.

Required Academic Qualification and Knowledge

• Bachelor’s degree (BSc) in Public Health with a minimum CGPA of 3.4 from a recognized higher education institution.
• Sound knowledge of project management, grant writing, and financial systems.
• Familiarity with integrated, people-centered health system approaches.
• Understanding of current trends and challenges in infectious disease control.
• Knowledge of community-based and differentiated service delivery models.

Required Qualifications and Experience

• Minimum of three (3) years of experience working with non-governmental organizations (NGOs) and donors.
• Proven experience in managing and reporting on donor-funded programs.
• Competence in delivering training in Afaan Oromo, Amharic, and English.
• Experience engaging in high-level policy dialogue with government officials.
• Ability to manage resources efficiently to achieve project goals.

• Excellent written and verbal communication skills with the ability to engage effectively at all levels.
• Strong time management and multitasking abilities with attention to detail.
• Proficient in stakeholder engagement and process facilitation across diverse partners, including governmental and development actors.
• Effective interpersonal skills and experience working in cross-cultural environments.
• Digital literacy and proficiency in using technology for reporting and communication.
• Willingness and ability to travel frequently to remote rural project locations.
