Context
Under the overall supervision of the Head of Programmes and the direct supervision of the Senior Programme Officer (Preparedness and Response), the Programme Coordinator (Shelter/NFI/CCCM) will be responsible for the successful implementation and overall management of the portfolio of Shelter, Non-Food Items, Camp Coordination and Camp Management (Shelter/NFI/CCCM) programmes and projects of IOM.
1. Participate in the development of, and ensure the execution of the overall Shelter/NFI/CCCM strategy for, IOM in the country, including the preparation and submission of project proposals and budgets.
2. Manage the overall implementation of the Shelter/NFI/CCCM programme to guarantee that scope, budget, time and quality are in accordance to the different projects specifications, donor requirements and IOM rules and regulations.
3. Contribute to an appropriate and timely resource mobilization for the successful implementation of the different projects in the Shelter/NFI/CCCM Programme.
4. Backstop the financial management aspects, and oversee the administrative and operational activities for relevant projects.
5. Proactively identify project development opportunities, new funding sources, or new thematic areas of technical intervention and maintain effective and strategic working relationships that would help to promote the expansion of the IOM Shelter/NFI/CCCM portfolio at the country and regional level. Liaise effectively with donors at local and regional level.
6. Coordinate with the Human Resources Unit to manage and monitor technically and administratively the whole of the Shelter/NFI/CCCM team. Support the efforts of the Senior Programme Officer (Preparedness and Response) to provide adequate and relevant capacity building to the members of the team.
7. Ensure that the Shelter/NFI/CCCM program is driven by a sound Monitoring, Evaluation and Learning framework that leads to continuous improvement and fine-tunning of systems and processes.
8. Actively liaise with the Shelter/NFI/CCCM Cluster, other relevant agencies, government authorities/entities and any other relevant stakeholder to ensure that IOM Shelter/NFI/CCCM activities are coordinated to avoid duplication, violation of national regulations or contravention of operational agreements set by the humanitarian community at the country level.
9. Oversee all procurement efforts for supplies and services, ensuring that the processes are transparent and in line with IOM and donor’s regulations. Provide the necessary resources to effectively monitor all contractual agreements with service providers and/or implementing parties.
10. Ensure cross-cutting issues are integrated in the Shelter/NFI/CCCM programming such as Gender-Based Violence (GBV), Accountability to Affected Populations (AAP) and other protection related mainstreaming.
11. Perform such other duties as may be assigned.

Languages
For this position, fluency in English is required (oral and written).
Working knowledge of local languages is an advantage.
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
