Background

Adoye Centre for Ethiopian Women Empowerment and  Tarkanfi Sustainable Development,  in collaboration with the International Center for Transitional Justice (ICTJ) and the Advocacy Center for Democracy and Development (ACDD), are implementing a sub-grant activity, under the European Union funded initiative, “Strengthening Civil Society Organizations’ Capacities to contribute to the Transitional Justice Process in Ethiopia – Phase II”.The project aims to document and raise awareness about the historical and systemic injustices experienced by Oromo women in education during the Haile Selassie regime, and to use the findings to inform evidence-based advocacy and policy engagement. In addition to a policy brief, the project foresees the production of audio-visual materials, including a short documentary to support its advocacy efforts.

Therefore, the implementing partners seek to hire a qualified production consultant to plan, capture, edit, and deliver high-quality documentation of the testimonies, stakeholder perspectives, and key project messages.

Objectives of the Assignment

The overall objective of the assignment is to produce compelling, ethically sound, and high-quality audio-visual documentary that communicate the project’s findings and advocacy messages to diverse audiences.

Specific objectives include:

• To plan and execute the  audio-visual recording of testimonies and key stakeholder interviews in Oromia (Shoa) and Addis Ababa.
• To produce a 10 – 15 minute short documentary (animated/normal) highlighting the lived experiences of Oromo women, incorporating expert and stakeholder perspectives.
• To prepare layouts for policy briefs and other advocacy products, as needed.

Scope of Work / Key Responsibilities

The Production Consultant will:

• Pre-Production: Develop a production plan and shooting schedule in coordination with the Implementing Partners; identify recording locations.
• Production: Capture high-quality audio recordings of 12 – 15 testimonies from Oromo women and complementary interviews with CSOs, government actors, and subject-matter experts. Avaerage interview time 60 minutes.
• Edit and produce a 10 -15 minute documentary (animated/normal) with English and Amharic subtitles; prepare short clips or reels for social media and workshop use.
• Design and Layout: Provide design for a policy brief.
• Validation & Feedback: Present draft versions of the documentary and other outputs to the Implementing Partners for review and incorporate feedback.
• Finalization: Deliver final, ready-to-use materials in agreed formats for dissemination.

Reporting and Coordination

The consultant will report to project coordinators of Adoye CEWE and TSD and will work closely with ACDD and ICTJ for technical guidance.

Qualifications and Experience

• Proven experience in documentary production, storytelling, and/or audio-visual documentation, ideally in human rights or development contexts.
• Demonstrated ability to work ethically with survivors of harm and vulnerable groups.
• Fluency in Afaan Orom is an added value

Confidentiality and Ethics

• Personal data, footage, scripts, and internal communications must be securely stored and accessed only by authorized personnel.
• No filming, photography, or audio recording is permitted without explicit approval from the client and participants.
• All client, partner, and project information must be treated as confidential and not shared without prior written consent.
