ORGANIZATIONAL OVERVIEW

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Performance Audit Expert position who meet the following requirements.

Reports to: Head, of Internal Audit Department

Duty station: NEBE Head Quarter, Addis Ababa

Duration: Permanent

Salary: As per the organization salary scale (Competitive)

Job Summary

The Performance Audit Expert is responsible for Performing Performance audit, making the use of resources efficient, effective, cost-effective and adding value to help the organization to achieve its goals.

Duties and responsibilities

• Participates in the preparation of performance audit survey conducted in the department to be audited.
• Prepare personal Performance audit action plan.
• Perform detailed audit testing, documentation, and analysis to identify operational weaknesses and areas for improvement.
• Evaluate compliance with internal policies, procedures, and industry best practices.
• Ensure adherence to operational guidelines and recommend improvements to align with industry standards.
• Participates in the preparation of a draft Performance audit report including solutions for the findings.
• Participates in the preparation of the discussion agenda for the audit exit conference and incorporating the new ideas obtained from the discussion.
• Prepares the final audit report including the discussions and submits it to the team leader.
• Monitors adjustments made by the inspection department.
• Evaluate & giving opinion on Political parties external audit report.
• Performs tasks in a team, substitutes when members are absent.
• Performs other tasks assigned by immediate supervisor.

Processes to manage and/or control

• Manage HR functional areas (development and administration)
• Provide direct support and coaching to subordinates
• Set objectives and evaluate performance of HR processes
• Prepare annual plan and budget for the HR activities and processes
• Prepare periodic report of the HR processes
• Control all HR related policy and procedures implementations and practices in NEBE (Check for compliance)

Specification:

• BA degree or MA in Management, Accounting & Finance or Auditing and Related.
• 7 years for BA holders and 5 years for MA holders with relevant work experience

Mandatory trainings and certification

• Financial auditing, Performance auditing, internal audit module & Government Accounting, IBEX & IFMIS software’s, Team Building etc.

Knowledge

• Strong understanding of auditing principles, practices, and standards.
• Internal Audit concepts and application (Financial Management Proclamations, Internal Audit Directive, Procurement Directive, Asset Management Directive, Human Resource Management Law, procedures, modern practices, approaches and trends)
• Knowledge of Report Writing.
• Strong understanding of Performance auditing principles, practices, and standards.
• Excellent analytical and problem-solving skills, with attention to detail.
• Effective communication skills, both written and verbal, with the ability to convey complex information clearly.
• Ethical mind-set with a commitment to integrity, objectivity, and confidentiality Ability to manage time
• Relationship building and communication
• Persuasion
