As the Outreach Officer for the project “Inclusive Capital Markets for Youth and Women Entrepreneurs in Ethiopia”, you will develop and implement the project outreach plan and provide strategic and operational support to the team regarding the dissemination of project opportunities. You will inform the project’s various target groups and enhance their understanding of its activities, objectives and outcomes, while ensuring visibility for the actions of the European Union, Expertise France and its partners. The role includes defining an outreach strategy, designing communication tools, producing digital content, organising events and training team members and project stakeholders on related topics. This position reports to the project Team Leader. The outreach officer will work in close collaboration with the project team (composed of a Team Leader, three Key Experts, a Junior Project Officer, a MEAL Officer and an Administrative and Grant Officer) as well as the Expertise France Country Support Office in Ethiopia.
Key Responsibilities include:
– Produce and consolidate the project outreach plan and its budget, in consultation with the project team, the European Union, The Agence Française de Développement and possibly Expertise France’s Communication Unit (headquarters);
– Ensure the visibility of Expertise France and the donors, in line with the guidelines of the agency’s Communication Strategy, as well as the visibility and branding rules of the European Union and partners; ensure that all project stakeholders comply with these guidelines;
– Manage and monitor the project outreach budget;
– Establish monitoring indicators for the outreach activity and provide regular reporting to the Team Leader;
– Identify dissemination opportunities related to the project’s activities in Ethiopia and in the countries in the region, including the preparation and the dissemination of the project news agenda (signings, launches, events, missions and flagship activities, submission of key deliverables, project closer and capitalisation), as well as external dissemination opportunities beyond the project (international and national agenda, world days, elections, etc.).
– Identify and map relevant stakeholders in capital markets ecosystem, including regional organisations, public institutions, donors, private sector, civil society and academia to establish and maintain a database of contacts and networks to support outreach and visibility efforts;
– Manage relations with the European Union and Expertise France communication teams;
– Manage relations with the local media (journalists in the country of operation) including invitations, follow-up phone calls, press reviews, local press briefings/materials, etc.;
– Manage procurement requests and relations with service providers (printers, audio-visual service providers, graphic designers, events agencies, etc.);
– Draft, translate and disseminate outreach content and materials with contributions from the project experts and the various stakeholders (articles for Expertise France’s internal website and the project page, page on EU websites, posts on social networks, press kits and releases, presentation brochures, reports, discussion points, advertising items, etc.);
– Produce outreach materials and tools and manage stocks (leaflets, brochures, goodies, kakemonos, etc.);
– Train team members and relevant stakeholders on outreach, visibility and branding when needed;
– Disseminate outreach materials and content to the project stakeholders, partners and target audiences, via the various media used (Power Points, PDF, etc.);
– Organise project events (conferences, workshops, etc.) and organise the project’s representation during national and international events related to the theme (Expertise France events, forums, international conferences, partner events, etc.). Manage the preparation, content, logistics, invitations and capitalisation of these events;
– Create and update a dissemination list for the project.

The project “Strengthen the capital market to be MSME-friendly serving the needs of enterprises and startups owned and led by youth and women” is co-financed by the European Union (EU) and Agence Française de Développement (AFD), and implemented by Expertise France. The total budget of the project is EUR 10 million.
This project aims to enhance the Ethiopian capital market to better support Micro, Small, and Medium Enterprises (SMEs), particularly those owned or led by youth and women. By addressing barriers to finance, improving market infrastructure and financial literacy, and fostering inclusivity, the initiative seeks to empower these underserved groups, drive economic growth and decent work, and promote sustainable development in Ethiopia.

The main stakeholders benefiting from the project include the Ethiopian Capital Market Authority (ECMA), the Ethiopian Securities Exchange (ESX) and the Accounting & Auditing Board of Ethiopia (AABE), alongside the entrepreneurship ecosystem and SMEs to drive economic development, innovation, and job creation.

Type of contract: Full time, contract under local law, via a third-party employer company;
Duration of the mission: initial 12-month contract, with the possibility of renewal or extension up to 48 months (total duration of the project);
