The Position:
CONSULTANT GBVIMS+ (Primero) Roll Out
To strengthen these efforts, UNFPA Ethiopia seeks to engage an individual consultant based at the Ministry of Women and Social Affairs (MoWSA), with the primary role of providing technical support to MoWSA in leading the implementation and monitoring of the GBVIMS+ pilot program in Amhara and Tigray.
Under the direct supervision of the MoWSA’s women rights protection and response at MOWSA, and the GBV AoR Information Management Officer (IMO), the GBVIMS+ (Primero) roll out Consultant will provide technical support to MoWSA in leading the implementation and monitoring of the GBVIMS+ pilot program in Amhara and Tigray. This role will support MoWSA in improving the quality of services provided to GBV survivors and enhance the collective response of humanitarian and development actors.

Job Purpose:

In Ethiopia, UNFPA co-leads the Gender Based Violence Area of Responsibility (GBV AOR) within the humanitarian Cluster Lead Agency (CLA) framework, collaborating with MOWSA, UN agencies, NGOs, CSOs, and Women Led Organizations (WLOs) to address the needs of survivors, vulnerable women and girls at risk of GBV.
UNFPA recognizes the critical need for effective information management to strengthen efforts in preventing and responding to gender-based violence (GBV), mitigating risks, and improving coordination. A significant challenge in providing GBV services in Ethiopia has been the lack of systematic data collection and analysis to effectively inform responses. The Gender-Based Violence Information Management System (GBVIMS) addresses this gap.
GBVIMS is a globally recognized data management system that enables service providers to collect effectively and safely, store, analyze, and share data on reported GBV incidents. It is a crucial tool for strengthening the multi-sectoral response to GBV, aiming to improve case management, standardize reporting, enhance risk assessment, bolster survivor support, streamline referral pathways, facilitate coordination, and improve the quality of services delivered to survivors. The GBVIMS implementation aligns with Ethiopia’s national draft Gender Equality and Women Empowerment Policy, National GBV Policy, and Standard Operating Procedures.
On December 12, 2024, the Federal Ministry of Women and Social Affairs (MoWSA) approved the rollout of the GBVIMS in Ethiopia. This approval demonstrates a strong commitment from MoWSA, the mandated government ministry, and UNFPA, the Cluster Lead agency for the GBV Area of Responsibility (AoR), to strengthen GBV reporting and support services. A Steering Committee will guide the rollout, with UNFPA providing financial and technical assistance, as well as facilitating experiential learning and collaboration with another African country implementing a government-led GBVIMS rollout. The Government of Ethiopia, UNFPA, and GBV AoR partners will pilot the rollout of GBVIMS+ (Primero) in the Amhara and Tigray regions.
