Position: Monitoring, Evaluation and Learning (MEL) Officer
Duty Station: Degua Temben – Tigray
Duration of Contract: One-year contract, Renewable (with 60 working days probation period)
Closing date: May 9, 2024
POSITION SUMMARY:
The JEOP MEL Officer will be responsible to handle the MEL tasks of the Joint Emergency Operation. S/he will also be responsible to build the capacity of JEOP program staff on MEAL related activities. The position holder undertakes post distribution monitoring surveys immediately after the completion of the food and cash assistance distribution. S/he will be responsible to ensure the proper documentation of periodic reports in compliance with SMILER guidelines. S/he will also carry out the learning assessment and document the best practices. He/she will also be engaged in Regional Technical Working Group Meeting organized by the donor; participate in baseline and end line surveys and review report from field office.
Principal Responsibilities
Key Result #1 – Capacity Building and Training
Provide M&E technical assistance to the JEOP program in the collection and analysis of quantitative and qualitative data;
Organizes training materials on M&E tools, SMILER, DQA, PDM etc. in collaboration with the JEOP MEAL manager
Facilitates trainings and workshops organized at regional and zonal levels for the JEOP program staff
Trains enumerators who would involve in both paper-based and digital data collection
Provides induction to newly hired JEOP project staff on JEOP MEAL system
Key Result # 2-Monitoring, PDM and DQA
Conduct joint field monitoring in collaboration with government key stakeholders
Undertakes quarterly post distribution monitoring surveys in all operational woredas
Conducts field monitoring to check whether the planned activities are on the right track or not
Host monitoring team both from head office and consortium lead
Facilitate data quality assurance assessments in all JEOP operations
Key Result #3 – Evaluation and Assessment
Prepares terms of reference for periodic assessments in consultation with head office MEAL staff
Ensure that grant-funded programs comply with donor monitoring and evaluation requirements for performance measurement and results reporting;
Undertakes feasibility study of JEOP cash top up for transportation and cash in lieu of food appropriateness
Facilitates and supervise the implementation of JEOP annual result survey
Host external evaluators and/or consulting firms whenever JEOP-NR evaluations done in all operational woredas
Key Result #4 – Reporting and documentation
Collects periodic JEOP reports from all operational woredas, consolidate and submit to head office
Analyze PDM survey data and produce reports which s/he is supposed to submit to head office in a timely manner
Properly documents periodic reports, PDM survey result reports, field monitoring reports, and reporting guidelines
Follow the reporting guideline, summarize the PDM reports and timely submit to head office

Education and Experience
BSc/BA in Agriculture/ Rural Development, Sociology, or relevant field of study.
3 years related experience in a relevant position Preferably in INGO Setting.
Experience in JEOP and other Emergency Response projects
Supervisory Responsibility
The position has no Supervisory Responsibilities.
Language
Proficiency in both spoken and written English. Ability to write reports and business correspondence. Knowledge of local language of the intervention area is preferred.

Gender Responsibility
Be able to describe how gender issues relate to one’s job responsibilities and how gender equity can be promoted through the execution of those responsibilities.
Be familiar with the local Gender Focal Point(s), and go to her/him to learn more about gender issues, or when there is a gender grievance or harassment issue to resolve
Within each project and department, discuss FH’s Gender & Diversity and Sexual Harassment and sexual exploitation Policies, so that all staff are conversant with them.
Refrain from any comments or gestures that indicate prejudicial views of female staff, especially female supervisors.
In each Project and Head Office, ask women staff what changes would make it more “gender-friendly”, organization and implement the recommendations
