Project Background:

Palladium is implementing the USAID-funded Translating Data for Implementation (Data.FI) award. Data.FI is a $180 million project which serves as USAID’s primary mechanism for data, technology, and health information systems to support HIV activities across strategic PEPFAR countries.  Data.FI is part of a suite of large-scale global HIV programs that USAID has awarded and represents the next generation of HIV/AIDS programs. Data.FI plays a key role in USAID’s goals of helping partner countries on their Journey to Self-Reliance and transitioning local organizations to prime recipients of USG funding.

The overall goal of the Data.FI project is to improve global, regional, and national in-depth analyses of HIV epidemiologic and program data that can be directly applied to expedite the achievement of PEPFAR targets to attain and sustain control of the HIV epidemic.  The focus also includes directly supporting host country governments and implementing partners to further enhance existing health information system platforms to inform management responses to well-defined gaps in HIV/AIDS programming.  In order to ensure rapid access to high quality data, Data.FI works towards: accelerating data utilization to rapidly course correct and take to scale cost-effective and impactful activities, models and approaches required to attain and maintain HIV epidemic control; scaling and optimizing in-country health information system capabilities to collect, exchange, adapt, govern, and visualize information in order to track the attainment and maintenance of HIV epidemic control; and supporting the transition of prime funding and implementation to capable local partners.

Position Summary: 
The M&E / Data Quality Specialist plays a central role in ensuring the integrity, reliability, and utility of data generated from Ethiopia’s digital health systems. This role supports the development and implementation of robust monitoring and evaluation (M&E) frameworks, leads data quality assessments (DQAs), and collaborates with MOH and implementing partners to promote a culture of data use. The specialist provides technical guidance and capacity building on indicator monitoring, verification protocols, and data governance, with a focus on platforms such as eCHIS, DHIS2, EMRs, and Dagu. The ideal candidate has deep experience in digital M&E, understands Ethiopia’s health data context, and is committed to supporting evidence-based decision-making at all levels.

Primary Duties and Responsibilities: 

• Develop and implement M&E and DQA frameworks tailored to digital health platforms and aligned with national HIS priorities.
• Conduct routine and targeted data quality assessments across health facilities and regions, using standardized tools and methodologies.
• Lead field visits, supervise validation exercises, and ensure accurate data collection through digital and manual verification techniques.
• Analyze data reporting trends to identify systemic gaps in completeness, timeliness, and consistency of health indicators.
• Work with technical teams to design and implement data improvement plans and corrective action strategies.
• Provide technical assistance and mentorship to facility, woreda, and regional teams on data quality assurance and routine data use.
• Collaborate with MOH and RHBs to institutionalize data quality mechanisms within national systems and routine operations.
• Document M&E activities, findings, and lessons learned to support continuous learning and systems strengthening.

Required Qualifications:

• Bachelor’s or Master’s degree in Public Health, Statistics, Health Informatics, or related field.
• Minimum 4 years of experience in M&E, data quality, or health information systems.
• Knowledge of Ethiopia’s HIS platforms and health program indicators.
• Experience conducting DQAs and producing actionable recommendations.
• Strong attention to detail, communication, and capacity-building skills.
