Mercy Corps has been present in Ethiopia since 2004 working to drive bold and transformative ideas, working closely with government, the private sector and civil society actors to build a more resilient country, ensuring that programs are responsive to and influenced by participants and stakeholders. With the launch of Mercy Corps Global Strategy, Pathway to Possibility, the country office is poised to operationalize its three-year strategy with a vision to enhance the resilience of climate- and conflict-affected communities through market systems development for improved livelihoods, access to food, and safe and clean water to thrive in the face of crises. In Ethiopia, our strategy focuses in the four outcome areas: 1) Economically marginalized populations have improved and diversified livelihoods, income, and assets; 2) Pastoralists, farmers, and households have access to sustainably produced, safe, nutritious food; 3) Social cohesion and inclusive governance processes are built in crisis-affected communities; and 4) People have equitable, sustained access to clean water and sanitation for domestic and productive use. Currently, we operate in six regional states – Afar, Gambella, Oromia, Somali, Amhara and South Ethiopia. Working with a diverse base of donors that includes United States Agency for International Development (USAID), European Union, GAC, Hilton Foundation, United Nations (UN), JOA, Sweden, EKN, and other foundations, Mercy Corps Ethiopia empowers people to recover from crisis, build better lives and transform their communities for good.
This opportunity focuses on providing technical assistance to strengthen economic transformation in areas affected by conflict and migration in Ethiopia. The specific objective of the contract is to support and enhance the capacity of the local economy to generate employment opportunities within existing and potential value chains. These efforts will target refugees, internally displaced persons (IDPs), returnees, and host communities, fostering inclusive economic development and resilience.
The expert will work closely with stakeholders to address the challenges of migration and forced displacement, focusing on developing durable solutions for refugees, internally displaced persons (IDPs), returnees, and host communities. This includes conducting comprehensive analyses of political, social, and environmental factors impacting migration and displacement, designing reintegration pathways for returnees, and fostering socio-economic opportunities. By engaging diaspora communities and promoting collaboration between government and development partners, the expert will support efforts to strengthen resilience, facilitate inclusive development, and operationalise the Humanitarian-Development-Peace (HDP) Nexus in migration contexts.

The successful candidate will demonstrate exceptional interpersonal and communication skills, engaging effectively with diverse stakeholders, including government officials, private sector actors, and community groups. They will exhibit strong leadership and coordination abilities, fostering collaboration across teams in complex political and social contexts. Adaptable and resourceful, they can manage competing priorities and deliver results under pressure. With a strategic mindset and commitment to gender equity and inclusion, they will integrate these principles into programme design and implementation. Proficiency in facilitation, capacity building, and problem-solving will support continuous improvement and effective stakeholder engagement. Fluency in English is essential for clear communication and report writing.
The position is based in Addis Ababa, Ethiopia and it may require up to 40% travel to support country programme, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited. Housing for this role is in individual housing and staff will have access to good medical services and the living situation is of a high standard.
