Background:
The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation, and development support to vulnerable people and communities in over 30 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

NOTICE: Emergency Roster Recruitment
Please be advised that this recruitment is for Emergency Roster Placement only and does not involve immediate hiring. This position will be based in different districts/woredas under our field office. Final candidates will be added to the roster and will be contacted right away when an emergency response arises.
Job Overview:
The Midwife Officer is a member of the IRC health and Nutrition team and supporting the implementation of the IRCs MHNTs activities in different woredas under our field offices. They will primarily coordinate and implement effective MCH activities for the emergency health and nutrition responses, for a timely and appropriate service for the client in need, in line with organizational and international standards. Furthermore, S/he expected to provide technical support for gov’t healthcare provider including health extension workers. This position will be based at different woreda under our field office and will directly report to the MHNT leader.
Major Responsibilities:
- Conduct and support Antenatal care, post-natal care, delivery services and newborn care
- Provide Family Planning counseling and contraceptive services
- Ensure delivery plan with all registered pregnant women.
- Ensure referral of obstetrical emergencies
- Link Sexual Assault Survivors to Clinical, Psychosocial Care and other SGBV services.
- Provide health education, particularly on MCH including IYCF and RH/FP
- Ensure that all specified MCH activities are implemented, documented and reported.
- Liaise and ensure strong linkages with other services like Nutrition, U5 health, Adult health, SGBV, Hygiene & sanitation services.
- Provide social and behavior change communication (SBCC) that promotes demands for RH/FP services.
- Prepare and share quality weekly, monthly, quarterly, and annual reports. Daily reports for specific activities may be requested occasionally.
- Representing IRC at SRH meetings and task force meetings at Woreda level.
- Ensures that RH/FP interventions are applied as per the standard protocols, policies, and guidelines of MoH and WHO.
- Perform any other related duties as required
Safeguarding Responsibilities: –
- Promote and actively participate in initiatives and efforts to establish team engagement, inclusion and cohesion in IRC [team/office]
- Develop ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies
About You
Educational Requirements:
- MSc/BSc/Diploma in Midwifery
- Minimum work experience of 1 year for MSc and 2 years for BSc and 5 years for diploma holders.
Preferred experience & skills:
- At least two years of clinical experience in directly running RH, including family planning, antenatal care, delivery, postpartum care, comprehensive abortion care, neonatal care, understanding and familiar with adolescent-friendly Reproductive health care services.
- Up-to-date knowledge of comprehensive clinical RH management practices and its guidelines are advantageous.
- Knowledge of culturally sound IEC/SBCC material on SRH and HIV/AIDS topics.
- Ability to be in remote and under pressure areas and understanding the cultural context of the local area.
- Basic supervisory/managerial skills with strong inter-personal skills.
- Strong analytic problem-solving skills
- NGO experience in emergency health response project activities is preferable.
- Demonstrable experience in working with communities in participatory approaches and capacity building of health centers.
- Ability to plan, prioritize, and supervise implementation of emergency health response projects.
- Good technical and report writing skills with computer skills and knowledge.
- Knowledge and skills in Microsoft Office
- Self-motivated, honest, highly responsible, and punctual and ability to constructively address gaps and weaknesses.
Language Skills:
- Excellent verbal and written communication in English is required and local language is advantageous.
Certificates or Licenses:
- Renewed professional license.
