About the role

Christian Aid is seeking to recruit a Monitoring, Evaluation, Accountability and Learning Officer who would be responsible for the contribution to the progress of the country programme towards its strategic goals through development and maintaining effective monitoring and evaluation system. To provide support to projects implementation and to lead monitoring and impact evaluation, create conditions so that learning is fed into programme decision-making, to contribute to the development of Christian Aid policy and strategy.

To work with partner organizations and providing support to ensure the effectiveness of the application of downward accountability mechanisms, such as HAP, international standards and bench-marks in line with Christian Aid corporate/country strategy, to develop systems of documentation of learnings and best practices, to organize and share internally and with external stakeholders.

Key outcomes

• Support the implementation of quality program monitoring and evaluation systems, frameworks,
  methodologies, tools, analysis and reporting, and in line with the donor requirements, Christian Aid
  standards and procedures and EU CSF+ project priorities.
• Leading the MEAL requirements for the EU CSF+ programme on behalf of Christian Aid.
• Conducting programme monitoring to the programme areas in Central Ethiopia, South Ethiopia and
  Tigray regions and Addis Ababa city administration.
• Ensuring programme MEAL plans are being followed across the programme and are kept updated.
• Reviewing co-beneficiary reports, ensuring they are submitted timely and of good quality. Sharing
  feedback and acting on any required changes.
• Producing reports for EU, in line with the programme agreement.
• Managing the online EU reporting system, ensuring data is entered accurately and updated
  appropriately in line with reporting.
• Communication support to the programme, ensuring events are captured with photos and videos where
  possible. Then these materials are used to share updates on the programme.
• Train, coach and mentor co-beneficiary staff (mainly the MEAL officers) in monitoring and evaluation
  processes and providing ongoing coaching.
• Collect, and develop project change/case stories on regular basis as part of the project milestone to
  inform achievements.
• Provide support to partners to develop periodic progress report and provide analysis for program
  decision and advocacy purposes to maximise impact.
• Provide effective monitoring and evaluation systems, ensuring they are maintained, updated, used and
  contribute to quality programming, aligning with organizational values and goals.
  • Support roll-out and implementation of the digital feedback system COMPASS, including documenting
  learning on this across all programs ensuring quality, consistency and coherence.
  • Providing expertise in M&E, including effective MEL methodologies, implementing monitoring systems
  and designing monitoring tools
  • Programme consistency developed through maintenance of high-quality monitoring and evaluation
  processes.
  • Developing data collection tools, Monitoring programme activities, outputs and progress towards
  anticipated results
  • Determining data analysis procedures and use of quantitative or qualitative analysis tools and working
  with data platforms, databases and select technologies to capture and organize data
  • Develop, capture and share best practices in community-based approaches to accountability within
  Christian Aid.
  • Contribute to institutional learning processes and engaging in wider Christian Aid MEL spaces and
  supporting organisational learning

Job Requirements

Applied skills/knowledge and expertise

• Essential
  • Degree Graduate in a relevant discipline or equivalent work experience including social science,
  Monitoring & Evaluation, Development Studies, Project Management, Statistics, or other
  related fields.
  • Excellent knowledge and experience of working with European Union or other large donors.
  • Practical experience of working with civil society organizations with a sub-granting scheme in focus.
  • Understanding of financial controls and procedures’ understanding of issues of civil society and
  governance-based programming.
  • Understanding of data management packages, like SPSS, Microsoft Access, and other digital data
  collection tools.
  • Understanding of accountability and partnership approach.
  • Understanding of CHS and other safeguarding and accountability frameworks, including community
  feedback mechanisms.
  • Familiarity with programme cycle management approaches and tools, including outcome harvesting,
  participatory planning, monitoring and evaluation.
  • Significant experience in international development.
  • Demonstrable experience in program design, monitoring and evaluation, including design of systems and
  tools, data collection & analysis, report writing, and strengthening the capacity of grantees.
  • Demonstrable experience in qualitative and quantitative tool design, data analysis and reports.
  • Experience of facilitation, training, and network building.
  • Highly developed communication skills both written and verbal.
  Desirable
  • Master’s degree in a relevant field to Monitoring & Evaluation
  • Understanding of International MEL standards, such as the Core Humanitarian Standards
  • Understanding of partnership approach to international development.
  • Understanding of network and alliance building.
