• Liaison and Protocol Officer II

The International Livestock Research Institute (ILRI) seeks to recruit a Liaison and Protocol Officer II who will develop and maintain effective liaison and good working relationship with government offices, diplomatic missions, international agencies and non-governmental organizations in Ethiopia.

The International Livestock Research Institute (ILRI) works to improve food and nutritional security and reduce poverty in developing countries through research for efficient, safe and sustainable use of livestock. It is ILRI is one of 15 CGIAR centress dedicated entirely to animal agriculture research for the developing world. Co-hosted by Kenya and Ethiopia, it has regional or country offices and projects in East, South and Southeast Asia as well as Central, East, Southern and West Africa. www.ilri.org.

Key Responsibilities:

• Process all arrival formalities with the Ministry of Foreign Affairs and manage duty-free privileges for expatriate staff at the Customs Commission.
• Manage all import and export formalities, coordinating with packing and forwarding agencies for official requests and staff personal effects.
• Manage visa matters for staff and authorized dependents and official guests of ILRI.
• Assist with the purchase, sale, inspection, and registration of official vehicles for ILRI and expatriate staff.
• Facilitate emergency air ambulance landing procedures in collaboration with the Ministry of Foreign Affairs Situation Room.
• Arrange the issuance and renewal of fuel purchase permits, licenses, and radio communication equipment; oversee sealing, reactivation, or disposal as required.
• Supervise contracted travel agency activities and manage travel arrangements, ensuring favorable relationships with various airlines for optimal deals.
• Coordinate programs for visitors in collaboration with relevant units or departments.
• Schedule appointments and visits for the ILRI Directorate with partners in Ethiopia.
• Support ILRI management on protocol matters during meetings with government officials and other partners.
• Maintain an updated database of essential contacts from key institutions.
• Foster relationships between ILRI, the local community, and the media, including organizing press coverage when necessary.
• Organize meetings, workshops, and events at ILRI, particularly concerning travel, immigration, and protocol issues.
• Promote ILRI and identify opportunities to enhance presence and visibility with partners.
• Analyze and implement initiatives aimed at improving processes within the organization.
• Provide assistance to board members, the Director General, and VIP guests upon arrival and departure at the airport, including VIP lounge arrangements.
• Supervise, coach, and mentor staff to accomplish departmental goals.
• Perform any other related duties as assigned.

Academic and professional qualifications:

Education:

• Bachelor’s degree in management, public administration, public relations or relevant field
• Relevant professional certification

Experience:

• Six years of relevant work experience, preferably in international organizations, Foreign Missions, Ministry of Foreign Affairs (MOFA)

Skills:

• Good knowledge of rules, regulations, and procedures of government and other agencies
• Competent driver with current driving license
• Pleasant personality with very good communication skills and good command of English language
• Knowledge of French language and other Ethiopian languages advantageous

Duty Station:     Addis Ababa, Ethiopia

Grade:    HG 14

Minimum Base Salary: Birr 54,708 per month

Terms of appointment:  This is a National Staff (NS) position, initial appointment is for three years with the possibility of renewal, contingent upon individual performance and the availability of funding. The ILRI remuneration package for nationally recruited staff in Ethiopia includes a very competitive salary and benefits such as life and medical insurance, offshore pension plan, etc. The ILRI campus is set in a secure, attractive campus in Addis Ababa. Dining and sports facilities are located on site.
