The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Junior Budget Expert I position who meet the following requirements.

Job Summary

The Junior budget Expert: – is responsible for the day-to-day and monthly budget follow-up, checking all the budget before payments are made and reports to Finance Manager if there is any variance using the IFMIS accounting software; handling all budget, dealing with the MOF for all budget issues. This role involves analysing financial data, preparing budgets, forecasting financial trends, and providing strategic recommendations to enhance the organization’s financial performance. The junior Budgeting Expert plays a crucial role in ensuring the organization’s financial utilization and aligning financial strategies with operational objectives.

Duties and responsibilities

Budget Development:

• Participate in the annual budgeting processes and collaborating with department heads to establish departmental budgets.
• Providing input and Assist in the preparation of annual budgets and forecasts.
• Collaborate with various departments to gather financial data and provide insights for budgetary planning.
• Support the preparation of financial status of the organizationFinancial Forecasting:
• Prepare financial forecasts, analysing trends to predict future financial performance.
• Provide timely and accurate financial projections to support strategic decision-making processes.Financial Analysis:
• Conduct financial analysis, including variance analysis and cost analysis
• Interpret financial data and provide insights to immediate supervisor assisting in decision-making processes.Financial Modelling:
• Develop financial models to simulate different financial scenarios and assess their impact on the organization.
• Utilize financial models for budgeting, forecasting, and strategic planning purposes.Strategic Financial Planning:
• Assist in the development and implementation of financial strategies to optimize financial performance and achieve organizational objectives.
• Provide recommendations for financial improvements and cost-saving opportunities.Financial Reporting:
• Monitor budget expenditures and ensure adherence to budgetary constraints.
• Conduct variance analysis to identify discrepancies between budgeted and actual expenditures.
• Maintain accurate records of all financial transactions and budget adjustments.
• Check and revise all payments regarding to approved budget
• Follow-up and ensure budget transfer and getting of approval from the authorized persons
• Revise day to day payment based on the budget and take immediate action if there is any mismatch
• Prepare accurate and detailed financial reports, including financial statements, budget variance reports, and financial dashboards.Cross-functional Collaboration:
• Collaborate with various departments to understand their financial needs and provide support and guidance.
• Work closely with project managers and department heads to align project budgets with overall financial objectives.Compliance and Audit:
• Ensure compliance with financial regulations, accounting standards, and internal policies.
• Support internal and external audits, providing necessary documentation and addressing audit queries.

Specification:

Education and Work Experience:

• Masters or Bachelors in Accounting & Finance, Economics, Business or related field
• 0 years for Masters or 3 years for BA
