About Data.FI
Data for Implementation (Data.FI) is a global project funded by the U.S. Government (USG) through the Department of State (DoS), Foreign Assistance (FA). Its mission is to help countries use, strengthen, and sustain access to high quality data to achieve primary healthcare goals and accelerate the control of HIV, tuberculosis (TB), and other public health risks. The project is a mechanism dedicated to strengthening data, technology, and HIS to support the delivery of life-saving care and treatment services. Data.FI aims to improve global, regional, and national in-depth analysis of epidemiologic and programmatic data to further enhance implementation of the USG foreign policy priorities. Data.FI’s focus also includes direct support to host-country governments to enhance existing HIS, thereby informing management responses to well defined gaps in public health programming and sustaining impact by supporting the transition of activities to local partners.

Position Summary:
The HR / Logistics Specialist provides comprehensive human resources, administrative, and logistics support to the Data.FI Ethiopia project, ensuring compliance with Palladium policies, local labor laws, and donor requirements. The position plays a critical role in staff recruitment and onboarding, payroll coordination, procurement and logistics, travel arrangements, asset management, and office operations, enabling smooth project implementation and uninterrupted technical delivery. 

Primary Duties and Responsibilities: 

Human Resources & Personnel Administration

• Support recruitment processes, including job postings, interview coordination, reference checks, and onboarding documentation.
• Prepare and process employment contracts (FxTE, consultants, local hires), amendments, and extensions in coordination with Palladium HQ.
• Maintain accurate and up‑to‑date personnel files, ensuring compliance with Palladium and donor requirements.
• Coordinate monthly payroll inputs, benefits administration, health insurance, tax clearance, and statutory contributions.
• Serve as the primary point of contact for staff HR inquiries, leave tracking, and personnel administration matters.
• Liaise with local legal counsel on labor law compliance, tax issues, and regulatory requirements.

Logistics, Procurement & Administration

• Manage day‑to‑day logistics for project activities, including workshops, trainings, meetings, and field visits.
• Coordinate procurement processes in line with Palladium and donor rules, including purchase requisitions, quotations, due diligence, screening, and documentation.
• Track purchase orders, vendor invoices, and delivery of goods and services.
• Maintain and update the asset register, including tagging, tracking, and handover documentation.
• Support vehicle management, office lease coordination, utilities, and office supplies procurement.
• Coordinate per diem payments, attendance sheets, and logistical documentation for events and trainings.

Travel & Events Coordination

• Arrange domestic and international travel for project staff and consultants, including flights, accommodation, visas, and ground transport.
• Prepare and track travel authorizations and supporting documentation in compliance with project policies.
• Support logistics for visiting teams, partners, and consultants.

Required Qualifications:

• Bachelor’s degree in Human Resources, Business Administration, Management, Logistics, or a related field.
• Minimum 3–5 years of progressive experience in HR, administration, and/or logistics, preferably on donor‑funded projects.
• Strong knowledge of Ethiopian labor laws, payroll processes, and statutory requirements.

• Demonstrated experience supporting recruitment, contracts, payroll coordination, and staff administration.
• Experience with procurement and logistics processes under USAID, Department of State, or similar donor‑funded programs is an asset.
• Strong organizational skills with high attention to detail and ability to manage multiple priorities.
• Proficiency in Microsoft Office (Word, Excel, Outlook); experience with SharePoint or HR systems is an advantage.
• Fluency in English and Amharic required.
• Must be a national of Ethiopia.
