Job Description

The GESI Coordinator for the EMPOWER Consortium will provide strategic leadership to ensure the integration and mainstreaming of gender equality and social inclusion principles across the EMPOWER project. By promoting equitable participation of women, youth, and marginalized groups, the Coordinator will enhance the project’s impact on livelihoods, food security, and resilience in disaster-affected rural Ethiopia.

This role is critical to ensuring that the EMPOWER project, implemented by PIN, Ayuda en Acción, and DEC, achieves its goal of promoting inclusive, sustainable development through climate-resilient, non-agricultural value chains and skills training.

Key Responsibilities

1. Strategic Leadership
   • Develop and implement a comprehensive GESI strategy aligned with the project’s goals and donor requirements.
   • Conduct gender and social inclusion analyses to identify gaps and opportunities, ensuring project interventions are responsive to the unique needs of women, youth, and marginalized groups.
   • Provide GESI-related technical support and strategic guidance to consortium partners and stakeholders.
2. Capacity Building
   • Design and deliver capacity-building sessions for consortium staff, implementing partners, TVET colleges, and private sector collaborators on GESI principles and practices.
   • Strengthen the capacity of staff and partners to develop gender-inclusive curricula and facilitate climate-resilient skills training.
3. Program Implementation and Coordination
   • Ensure GESI considerations are integrated into all project components, including non-agricultural livelihoods, financial inclusion, and climate-resilient technology adoption.
   • Facilitate the establishment of multi-stakeholder platforms to promote gender empowerment and inclusive policies.
   • Align GESI strategies with TVET curricula and partnership development, fostering equitable career opportunities for women and youth.
4. Advocacy and Policy Engagement
   • Advocate for gender-responsive policies at local, regional, and national levels, focusing on women’s economic empowerment and inclusive development.
   • Engage with key government bodies, such as the Bureaus of Women and Children Affairs, to influence policy and promote gender inclusivity.
   • Facilitate stakeholder dialogues to strengthen partnerships for gender-responsive planning and resource allocation.
5. Monitoring, Evaluation, and Learning
   • Work closely with the MEAL team to develop GESI-sensitive indicators and integrate them into the project’s monitoring framework.
   • Conduct regular assessments and contribute to gender-disaggregated data collection, analysis, and reporting.
   • Document best practices, lessons learned, and success stories to inform future programming and donor engagement.
6. Resource Mobilization
   • Support consortium partners in mobilizing resources for GESI-related initiatives.
   • Collaborate with the finance team to ensure efficient allocation and utilization of funds for GESI activities.

Expected Outputs and Deliverables

• A well-defined GESI strategy and action plan tailored to the EMPOWER project.
• Gender-inclusive TVET curricula and capacity-building programs for women and youth.
• Gender-responsive advocacy actions and technical guidelines for inclusive policies.
• Strengthened partnerships with government bodies and stakeholders, promoting sustainable outcomes.
• Comprehensive reports and case studies on GESI impact and project progress.
• Enhanced financial literacy and market access for women and youth-led SMEs in green and climate-resilient value chains.

Preferred Skills

• Familiarity with Market Systems Development (MSD) approaches.
• Proficiency in one or more local languages spoken in Tigray, Oromia, or Afar regions.
• Previous experience in green technologies, financial inclusion, or SME development.

Travel Requirements

The position requires frequent travel to project implementation sites in Tigray, Oromia, and Afar regions to ensure effective coordination and field-level support

Accountability and Safeguarding including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH)

• Carry out the duties in accordance with the PIN Code of Conduct and Key policies.
• Participate in training and awareness raising (CoC and KP, Safeguarding…).
• Implement Safeguarding measures throughout the project cycle including a risk analysis related to SEAH and Child protection for each project and develop a mitigation plan accordingly.
• Ensure that his/her team members attend training and awareness sessions and carry out the
• duties in accordance with PIN Code of Conduct and Key policies.
• Ensure that due diligence and/or capacity assessments of partners include an assessment of partners’ implementation of key safeguarding and risk policies/ procedure including the prevention of SEAH.
• Create and maintain a fulfilling and protective environment.

General Obligations and Responsibilities

• The Employer stipulates the right to assign the Employee on any other kind of work derived from his specialization. In case of urgent work and such like the Employee may be asked to work overtime as well as during public and other holidays.
• The employee shall anytime and anywhere take care of and protect all belongings of PIN within and without their care. The Employee takes over the responsibilities for all entrusted material or cash. The Employee is obliged to cover all damages or losses caused by his carelessness totally or partially, as the PIN management in each case will decide it separately. The Agreement of Liability of Assets has been signed separately.
• The Employee is obliged not to purvey any information concerning any of PIN activities to outsiders (including former PIN employees, who may no more be informed about current process in PIN).
• PIN is a relief and development organization whose aim is to help and assist needy people. The Employee’s position within the institution requires contacts with outside; he or she therefore conveys a certain image of the PIN. PIN expects its employees to behave in appropriate manners at all times and in all places. All members of staff should ensure their attitudes correspond to PIN principles, both during and after working hours.

• Education:
  • Bachelor’s or Master’s degree in Gender Studies, Development Studies, Social Work, or a related field.
• Experience:
  • At least 5 years of experience in gender mainstreaming, social inclusion, and advocacy, preferably in large-scale, multi-stakeholder projects in INGOs.
  • Proven expertise in conducting gender analyses and implementing GESI strategies.
  • Strong experience in facilitating capacity-building initiatives for diverse audiences.
  • Demonstrated ability to influence policies and collaborate with government and private-sector stakeholders.
• Skills and Competencies:
  • Deep knowledge of GESI frameworks, particularly in the Ethiopian context.
  • Exceptional communication and facilitation skills, with the ability to engage diverse stakeholders.
  • Strong analytical and data interpretation skills, with proficiency in gender-sensitive monitoring and evaluation.
  • Knowledge of EU-funded project requirements and compliance standards is an asset.
