Job Summary

• Under the general supervision of the Procurement and Logistics Department Manager, the Foreign Purchase Officer Plans and implements foreign purchases activities. The incumbent facilitates the purchase of row materials and other goods from the foreign market on the bases of specifications of submitted by requesting departments. He/she is responsible to prepare complete and accurate data on commodities to be procured from abroad up until it reaches the factory premise, participates in the compilation and preparation of bid documents, the advertisement and soliciting of quotations from prospective suppliers.

Specific Duties and Responsibilities

• Facilitates the purchase of row materials and other goods from the foreign market on the bases of specifications of submitted by requesting departments;
• Prepares complete and accurate data on commodities to be procured from abroad until it reaches the factory premise, the compilation and preparation of bid documents, the advertisement and soliciting of quotations from prospective suppliers;
• Ensures the timely and correct securing of bank permits for the purchase of commodities, the opening of letters of credit, invoices, bill of lading, insurance documents, etc;
• Reviews and handles all relevant correspondence with suppliers, insurance companies and transit agencies with regard to prompt delivery of goods, clearance of shipments, claims of short-leading and/ or damage.
• Follows up the timely implementation of purchase orders up to delivery and notifies appropriate authorities in case irregularities of delivery, etc.,
• Liaises with transit agencies to ensure timely arrival of goods at port, their systematic clearance from customs for immediate delivery at the factory stories;
• Oversees the proper maintenance and custody of all records, purchases orders, shipping papers, bank instruments and insurance documents relating to foreign purchase;
• Conducts surveys regarding the supply situation in the market and assesses market prices and the degree of fluctuation and submit the same with recommendation to his immediate supervisor for appropriate action;
• Delivers all items purchased to storekeeper against signed goods receipt note (GRN) and submits all cash invoice with GRN to the Procurement Division Head for approval and signature;
• Prepress daily unutilized cash together with approved cash invoices and GRN of materials purchased to cashier and clears his liabilities;
• Prepares periodic reports of foreign purchase activities and prepares annual budget requirements;
• Conducts studies and recommends improvements in foreign purchasing procedures, forms and processes; provides guidance to and instructs staff on operating procedures, methods and systems; follows up the implementation of better systems of reporting and follow-up methods;
• Performs other function as required.

Requirements

• B. A degree in procurement management/purchasing /management/
• 4 years’ relevant work experience
