The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF) has received financing from the World Bank toward the cost of the Ethiopia Digital ID for Inclusion and Services Project. The National ID Program (NIDP), as the implementing agency, intends to apply part of the proceeds to recruit an Individual Consultant for the position of Environmental and Social Risk Management Specialist.
Qualified and experienced consultants are hereby invited to express their interest in providing the required services.
The Environmental and Social Risk Management Specialist will be responsible for overseeing and ensuring effective implementation of all Environmental and Social (E&S) safeguards of the project. Key responsibilities include, but are not limited to:
Lead and manage overall Environmental and Social Management arrangements of the project in line with approved agreements, frameworks, manuals, and project documents
Coordinate with relevant stakeholders to establish, implement, and maintain Environmental and Social management systems
Implement and monitor the Environmental and Social Management Framework (ESMF) in compliance with project requirements
Organize and conduct mandatory Environmental and Social training and awareness-raising activities
Implement and oversee procedures for environmental and social screening, classification, and preparation of sub-project–specific E&S due diligence instruments
Supervise and guide Registration and implementing partners on E&S compliance
Oversee gender-sensitive approaches and inclusion of vulnerable and underserved groups
Monitor and support implementation of the Sexual Exploitation and Abuse/Sexual Harassment (SEA/SH) Prevention and Response Action Plan
Oversee implementation of the Grievance Mechanism (GM), Stakeholder Engagement Plan (SEP), and Labor Management Procedures (LMP)
Conduct regular field visits to project sites to assess environmental and social impacts and verify monitoring reports
Conduct stakeholder consultations, including consultations with Project Affected Persons (PAPs)
Maintain systematic records of E&S supervision and monitoring activities
Prepare regular Environmental and Social monitoring and progress reports
Oversee implementation of the Environmental and Social Commitment Plan (ESCP)
Coordinate with stakeholders on implementation, monitoring, and reporting of E&S activities
One (1) year, with the possibility of extension based on satisfactory performance and availability of budget
Bachelor’s Degree (Master’s degree or higher preferred) in Environmental Studies, Social Sciences, Sociology, Anthropology, Economics, or related fields
Minimum four (4) years of relevant experience in environmental management and social development
Proven experience in managing Environmental and Social safeguards for development partner–funded projects, preferably large-scale infrastructure projects
Demonstrated experience in preparation and implementation of:
Environmental and Social Impact Assessments (ESIA)
Environmental and Social Management Plans (ESMP)
Environmental Monitoring Plans
Resettlement Action Plans (RAP)
Construction Environmental and Social Management Plans (CESMP)
Knowledge of Ethiopian legal frameworks related to land acquisition and population displacement
Prior experience working with World Bank–funded projects and familiarity with World Bank Environmental and Social policies is an advantage
Excellent interpersonal and communication skills
Strong teamwork and coordination skills
Willingness to travel frequently nationwide
Fluency in English and Amharic
High level of personal integrity, professionalism, and ability to work under pressure and meet deadlines
Selection will be conducted in accordance with paragraphs 7.36 and 7.37 of the World Bank’s Procurement Regulations for IPF Borrowers.
