The role of the Executive Head of the PMO Department is to provide strategic leadership, governance, and oversight for the organization’s project portfolio, ensuring alignment with business objectives. To establish project management standards, optimize resource allocation, mitigate risks, and drive performance to deliver projects successfully. This role also fosters collaboration, builds organizational project management capabilities, and acts as a key enabler of strategic transformation and value delivery.
Key accountabilities
· Strategic Alignment: Ensure all projects and programs are aligned with the organization’s strategic goals and priorities. Provide input to business planning and strategy development.
· Governance and Framework Development: Establish and enforce project management governance, standards, methodologies, and policies. Define and maintain processes for project and portfolio management.
· Portfolio Oversight: Oversee the enterprise project portfolio to ensure resource optimization, prioritization, and alignment with business objectives. Monitor project performance, addressing deviations in scope, timeline, budget, and quality.
· Resource Management: Manage resource planning and allocation across the portfolio, resolving conflicts and ensuring efficient utilization. Build and maintain a skilled project management team through recruitment, training, and development.
· Performance Monitoring and Reporting: Design and deliver dashboards, KPIs, and reporting mechanisms for executive-level visibility into project performance. Provide insights to stakeholders, ensuring informed decision-making.
· Risk and Issue Management: Identify, evaluate, and mitigate risks at both project and portfolio levels. Develop proactive issue resolution strategies and contingency plans.
· Change Management and Transformation: Lead change initiatives, ensuring smooth adoption of new tools, processes, or systems across the organization. Act as a catalyst for organizational growth and transformation through project execution.
· Stakeholder Engagement: Collaborate with senior leadership and stakeholders to prioritize initiatives and resolve escalations. Ensure consistent communication and alignment across departments.
· Financial Management: Oversee the Projects budget under PMO, ensuring financial discipline and ROI from project investments. Support financial planning and forecasting for projects.
· Continuous Improvement: Promote a culture of continuous improvement, identifying opportunities to enhance project delivery and efficiency. Benchmark and implement best practices in project management.
Decision Ownership
· Portfolio Prioritization: Authority to prioritize, approve, defer, or terminate projects and programs based on strategic value and feasibility.
· Resource Allocation: Decisions on resource assignments across the portfolio, ensuring optimal utilization and alignment with business needs.
· Methodology and Standards: Ownership of the project management methodology, tools, and governance framework used across the organization.
· Budget Control: Decision-making authority on PMO budget allocation and financial adjustments for projects.
· Risk Mitigation Strategies: Final authority on escalation handling, risk responses, and issue resolution within projects or the portfolio.
· Performance Interventions: Authority to intervene in underperforming projects, including adjusting scope, reallocating resources, or changing leadership.
· Stakeholder Decisions: Decision ownership on stakeholder communication strategies and reporting structures for project-related updates.
· Team Development: Responsibility for the structure, leadership, and development of the PMO team, including hiring and performance evaluations.
