Poverty Global Department
The Poverty Global Department, part of the Prosperity vice-presidency, plays a key role in supporting the World Bank Group’s vision of creating a world free of poverty. It generates knowledge and dialogue and supports operational solutions, focusing on poverty monitoring, distributional analysis and statistical capacity building, markets and institutions, fiscal and social policy, and resilience to shocks and sustainability. The practice is organized into seven regionally-oriented units—EAP, ECA, LAC, MNA, SAR and two in AFR—each managed by a Practice Manager.
The Eastern and Southern Africa Poverty unit (EAEPV) covers 26 countries facing a broad range of challenges and opportunities, but they all share the common goal of eliminating extreme poverty and reducing inequality. For almost 25 years, extreme poverty was steadily declining. Now, for the first time in a generation, the quest to end poverty has suffered its worst setback. In 2020, global extreme poverty increased for the first time in over 20 years as the disruption of the COVID-19 pandemic compounds the forces of conflict and climate change, which were already slowing poverty reduction progress. There is no silver bullet for ending poverty, and strategies to reach the least well-off must be tailored to each country’s context, informed by the latest data and analysis and the needs of the people. How the world responds to these major challenges today will have a direct bearing on whether the current reversals in global poverty reduction can be turned around. Duties and Accountabilities Description
The Consultant will join the Eastern and Southern Africa Poverty Team, based in Addis Ababa, Ethiopia. He/she will be responsible for supporting the analytical and operational engagements of the Poverty and Equity work program in Ethiopia.
Responsibilities will include:
Preparation and analysis of surveys, census, and administrative data
Preparation of data dissemination products, including maps, data portal and inputs to reports
Preparation of written inputs to analytical pieces on poverty, equity and shared prosperity, including background papers, and reports
Collaboration with operational teams, particularly for enhancing monitoring and pro-poor distributional impacts
Contributions to the overall micro-monitoring effort and any poverty-related policy and programmatic interactions with internal and external clients
We are looking for an imaginative and innovative research analyst with strong quantitative skills, highly capable to support and undertake analysis in the highlighted areas of focus in Ethiopia. We appreciate effectiveness in working collaboratively with teams.
Selection Criteria
- Bachelor’s or Master’s degree with 2 years of experience or equivalent combination of education and experience (e.g., econometrics, statistics, public policy).
- • Experience working with economic and survey data and analytical tools and models to conduct applied quantitative analyses and to produce user-friendly written outputs.
- • Experience working with national statistical agencies, providing technical support, and implementing lending operations to build statistical capacity will be considered a plus.
- Experience conducting analytical work on development economics in Ethiopia and familiarity with national surveys and local language will be considered a plus.
- Excellent knowledge of STATA, R and other econometric packages and has the ability to program independently.
- Familiarity with geospatial analytical tools a plus.
- Experience interacting with government agencies, academic institutions and civil society organizations for policy design discussions.
- Collaborates across boundaries, gives own perspective and willingly receives diverse perspectives.
- Excellent writing and communication skills.
- Professional fluency in English and Amharic. Knowledge of Ethiopian regional languages is considered a plus.
