TERMS OF REFERENCE

Under the supervision of the Quality Education Manager, the consultant will undertake the following responsibilities:

• Programme Implementation and Rollout of School-based Teacher Professional Development and Curriculum Implementation
• Technical Assistance and Digital Systems Support
• Content Development, Curation, and Digitization
• Innovation, Knowledge Management, and Capacity Building
• Monitoring, Evaluation, and Learning (MEL)

Minimum Requirements

Disciplines in education, instructional design and technology, pedagogy and or teacher development.

• A minimum of master’s degree education, educational technology, Instructional Design and Technology and other related fields.
• Minimum 8 years’ experience in Teacher’s training, digital content creation, and educational project management.
• Proven experience in platform management, teacher professional development course creation, project manager
• Familiarity with MOE’s TPD initiatives, plans, teacher professional standards.
• Proven experience in Learning Passport Learning Management System Management, Digital Content Development and Creation, Universal Design for Learning Principles (UDL) and other digital learning initiatives.
• Experience in foundational numeracy or mathematics program design, planning, and implementation

The required skills reflect a comprehensive and strategic approach to strengthening teacher professional development and digital learning systems. This includes advanced expertise in instructional design and technology, combined with extensive experience in teacher training, digital content development, and educational project management.

The role requires strong capacity in designing and managing teacher professional development (TPD) programmes aligned with Ministry of Education standards and initiatives, as well as proven competence in managing Learning Management Systems particularly the Learning Passport platform. The consultant is expected to submit sample works of previously done digital courses, reports, and other documents related to the deliverables.

It also involves developing high-quality, accessible digital learning resources grounded in Universal Design for Learning (UDL) principles to ensure inclusivity, especially for Children with Disabilities. Additionally, the skills encompass designing and implementing foundational numeracy and mathematics programmes, integrating innovative digital solutions to enhance teaching effectiveness and learning outcomes. Overall, the expertise supports system strengthening, platform optimization, and sustainable capacity building within the education sector.
