Project Background:

Neighbors In Need is a sub-recipient (SR) of the Health Development and Anti-Malaria Association (HDAMA) for the project entitled “School and Community Based Social Behavioural Change SBC to Reduce Malaria Burden in Ethiopia” to implement at Oromia regional state.  As an SR, NIN will work closely with Oromia regional state health bureau to provide capacity development and distribute booklets and training manuals to the regional identified implementing partners.

Job Description

Under the immediate supervision of the Finance and Admin Manager, the cashier is responsible for the proper management of finance and budget of the project and ensures proper transaction recording and reporting to the project coordinator.

Duties and Responsibilities

As a Cashier, you will be responsible for the following tasks:

1. Payment Handling

• Prepare and receive payments.
• Check, count, and record payments received by NIN, issuing official receipts accordingly.
• Deposit daily collections (cash and cheque) into the bank account.
• Review and prepare payment requests, ensuring accuracy, completeness, compliance, proper authorization, and clarity of invoices.
• Disburse cash advances for authorized organizational expenditures, ensuring all supporting documents are complete and accurate.
• Monitor and follow up on accounts payable and receivable.

2. Petty Cash Management

• Maintain and manage the petty cash fund.
• Process petty cash disbursements for project-related expenses with appropriate documentation and approvals.
• Update the petty cash ledger regularly and reconcile with physical cash balances.
• Prepare and submit petty cash replenishment requests, detailing all transactions.
• Conduct periodic physical cash counts to ensure fund accuracy.

3. Payment Processing

• Ensure timely payment of withholding tax, pension contributions, and income tax to relevant government authorities.
• Pay utility bills (e.g., telephone, electricity, water) upon receiving proper approvals.
• Immediately report any discrepancies (overages or shortages) to the Project Coordinator, Project Finance & Admin Officer, and Location Finance Department Manager.

4. Documentation and Records

• Safely store cash, cheque pads, printed receipts, and transaction documents.
• Maintain accurate records of all amounts received and disbursed, reconciling cash on hand with the recorded balance.
• Participate in inventory control of assets and stock items.
• Assist the Location Finance Department or Project Finance & Admin Officer in implementing internal control systems, financial procedures, and organizational manuals.
• Provide technical financial support to the project team or program units within the NIN SOS Program Location.
• Compile and submit daily receipts and payment reports with all supporting documents to the Project Finance & Admin Officer.
• Maintain a Fixed Asset Register and conduct an annual inventory.

5. Additional Duties

• Perform other finance-related tasks as assigned by the Finance Department Head.

Required Academic Qualification and Knowledge

• Bachelor’s degree in Finance and Accounting or Accounting and Auditing from a recognized institution.
• Formal training in:
  • Financial and accounting procedures
  • Financial and tax regulations
  • Advanced financial software systems
  • Advanced Microsoft Office Applications
  • Job-related computer applications

Required Competencies, Skills, and Experience

• Experience:
  • Recent graduates are encouraged to apply; 3 years of relevant experience is preferred.
• Organizational Skills:
  • Ability to organize and accurately complete multiple tasks by prioritizing effectively under pressure, while accommodating special assignments and frequent interruptions.
  • Skilled in planning, coordinating, and managing workloads while adapting to changing priorities and competing deadlines.

  • Strong communication skills; adaptable and able to work efficiently under pressure.

  • Shows initiative and a learning attitude, with a willingness to travel to remote rural areas across Oromia.
• Language Proficiency:
  • Fluent in Afaan Oromo, Amharic, and English.
