Ministry of Health would like to invite competent and interested applicants for the following position.

Purpose:

The purpose of these positions provides technical expertise and guidance to the MOH Pharmaceutical and Medical Device Lead Executive Office (LEO), liaising with relevant stakeholders. The Senior Biomedical Engineers will ensure the efficient and compliant management of the medical device management, from procurement to installation, commissioning, acceptance, and capacity building at health facilities, adhering to manufacturer standards and regulations.

Key Responsibilities:

The Senior Biomedical Engineers will:

• Oversee all aspects of medical device acquisition, delivery to beneficiary health facilities, site readiness, installation, commissioning, acceptance, capacity building, and overall management.
• Support site assessments, readiness, installation, testing, commissioning, training, warranty management, operationalization, and utilization of medical devices. Manage medical device installation at health facilities, ensuring compliance with manufacturer specifications and relevant standards.
• Oversee acceptance testing of installed devices to verify proper function and adherence to performance standards. Develop and implement acceptance testing protocols.
• Coordinate training per agreements. Develop and deliver training programs for RHB and health facility staff on medical device management, maintenance, and safe use.
• Implement quality assurance mechanisms to ensure device quality and safety throughout their lifecycle. Monitor device performance and address issues promptly.
• Maintain accurate records of all device-related activities (installation, commissioning, acceptance, maintenance, and disposal). Prepare regular reports for the World Bank project team and stakeholders, including MOH, EPSS, and development partners.
• Manage relationships with all stakeholders (suppliers, contractors, health facilities, and government officials).
• Proactively identify and address challenges in medical device management. Develop and implement solutions.
• Monitor the distribution plan and delivery of medical devices to healthcare facilities.
• Provide technical assistance on contract administration and ensure compliance. Monitor contract utilization and address challenges.
• Prepare and generate periodic reports on installation, commissioning, acceptance, capacity building, and delivery progress. Share reports with stakeholders promptly.
• Perform other related tasks as assigned by the MOH/PMD LEO.

Job Title: Assistant project coordinator

Location: Ethiopian Pharmaceutical Supply Service (EPSS) headquarter, Addis Ababa, Ethiopia with potential field visits as required.

Reports to: EPSS while also coordinating with the MOH Pharmaceutical and Medical Device LEO.

Employment Type & Duration: Until December 2025, with no possibility of extension

Salary: 33242.00 ETB

EDUCATIONAL BACKGROUND:

• BSc degree in biomedical engineering or Pharmacy, preferably in MSc/MA in biomedical engineering/Supply Chain Management.

WORK EXPERIENCE:

• Minimum of 8 years and above related professional working experiences in the areas of medical device management and supply chain management.

CORE COMPETENCIES:

• Strong knowledge of medical device LC Process, Shipment follow-up, custom clearance, and Pre-Import regulatory requirements.
• Proficient in contract management, Warehousing and inventory management and Distribution management.
• Effective communication and interpersonal skills, with the ability to collaborate across diverse teams.
• Proven ability to prioritize tasks, manages multiple projects, and work under tight deadlines. Excellent analytical and problem-solving skills, with the ability to make sound decisions based on data and market trends.
• Strong organizational and time management skills, with the ability to handle multiple projects and deadlines simultaneously.
• Ability to follow proactively for all activities in the procurement process
• Cooperatively work with teams and individuals
• Proficiency in using Microsoft Office applications, Google sheet, ERP software and systems.

LANGUAGE REQUIREMENTS

• Fluency in written, reading, and spoken English is required.
• Knowing More than two National languages is preferable.
• Computer literacy: Routine use MS-office applications, including Word, Excel and PowerPoint; and internet and email systems required.
• Ability to use additional statistical analysis packages is an advantage.

ACCOUNTABILITY:

• Both the Civil service and MoH/RHB rules and regulations will be applied to guide the day-to-day activities and performance of the manager.
