The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Senior Finance Expert position who meet the following requirements.

Job Summary

The Senior Finance Expert is responsible for overseeing financial planning, budgeting, expenditure management, and compliance with government financial regulations.  This role involves in-depth financial analysis, budgeting, and forecasting, as well as preparing financial reports, managing risks, and providing financial insights to senior management. The Senior Finance Expert contributes significantly to the organization’s financial stability and growth.

Duties and responsibilities

• Financial Planning and Budgeting
• Develop and oversee the preparation of annual and multi-year budgets for the finance department.
• Monitor budget implementation and provide variance analysis with recommendations
• Financial Transactions
• Check and verify payment request along with its supporting document
• Follow up transaction details and verify the accuracy of account code recordings
• Adjust any abnormal balances
• Financial Analysis:
• Conduct in-depth financial analysis, including variance analysis
• Assist in providing actionable insights based on financial analysis to support strategic decision-making processes.
• Financial Reporting:
• Reconciles ledger with bank statement
• Prepare detailed and insightful financial reports, including financial statements, and budget utilization report.
• Assist presenting financial reports and analysis to senior management and stakeholders, explaining complex financial data in a clear and concise manner.
• Strategic Financial Planning:
• Assist in the development and implementation of financial strategies aligned with organizational goals.
• Provide strategic financial advice, recommendations, and scenarios to optimize financial performance.
• Expenditure Management:
• Analyze expenses across various programs and projects and identifying inefficient budget utilization
• Follow up
• Handle the processing of VAT, WHT and other deductions payment to the relevant regulatory bodies
• Follow up the implementation of effective budget utilization to optimize expenses while maintaining operational effectiveness.
• Financial Risk Management:
• Identify financial risks and vulnerabilities, assessing their potential impact on the organization.
• Develop and implement risk mitigation strategies to safeguard the organization’s financial interests.
• Financial Compliance:
• Ensure compliance with financial regulations, accounting standards, and tax laws.
• Coordinate with internal and external auditors, providing necessary documentation and addressing audit queries.
• Cross-functional Collaboration:
• Collaborate with other departments to understand their financial needs and provide financial support and analysis as required.
• Build strong relationships with internal stakeholders to facilitate effective communication and collaboration.
• Prepare action plan and feedback for the final audit findings
• Perform other duties as assigned by your line manager.

Specification:

Education and Work Experience:

• Masters or BA degree in Accounting & Finance, Economics, Management or related fields.
• 7 years for Masters or 8 years for BA

Know-How (Skills) (Technical competencies):

• Proficiency in financial modeling, data analysis tools, and financial management.
• Strong analytical and critical thinking skills, with the ability to interpret complex financial data.
• Excellent communication and presentation skills, with the ability to convey financial concepts to both financial and non-financial stakeholders.
