Project Supply Chain Manager Full Time NEW

The main purpose of the Position 

Defining, coordinating and monitoring the supply chain activities in the project according to MSF protocols, standards and procedures in order to ensure the optimal running of the project.

Accountabilities 

• In collaboration with the Project Coordinator and the Supply Chain Coordinator or Logistics Coordinator, planning, establishing and reviewing the supply activities in the project including its budget, in order to identify and optimize the response to the needs of the mission and the targeted population
• Monitoring and ensuring the efficient and smooth running of the following supply activities in the project: order processing, local purchase management, physical (warehousing) and administrative (management of movements) stock management, freight management, supply administration and implementation of standard supply tools (LogistiX 7, Q4, etc.)
• Ensuring the availability of relevant management data to the owners of the stock, project and capital coordination (expired drugs, risk of shortages, stock reports, lead time, pipeline, etc.).
• Managing the supply team in the project, and in collaboration with the PC, Supply Chain Coordinator or Logistics Coordinator and the Human resource Coordinator, participating in the planning and implementation of HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his / her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all supply activities.
• Participating in monthly reporting according to guidelines

Is the supply focal person at the project level

• Supervises the daily supply team activities at project level ensuring efficient flow of supply activities. Develops and facilitates communication between the project supply team and the other internal and external actors (Departments, Mekelle Base, Coordination, Other Projects and Suppliers).
• Contributes to the development project and supply guidelines alignment with the global Ensure proper implementation of the supply guidelines at project level by sharing and enlightening the project teams on the procedures and processes as envisaged in the guidelines.
• Monitors the accurate execution of supply procedures and propose revision if needed.
• Identify and provide the right tools to the project supply team to support supply activities.
• Brief all and especially key project stakeholders on supply guidelines and procedures sharing important supply documents for future reference.
• Periodically review the supply human resources set-up (size, sharing of responsibilities and tasks) at project level and propose necessary changes to the project coordinator.

Provide active support to the supply team and indirect actors

• Organize Training and Coaching of the project supply team and departmental focal persons on supply procedures and processes.
• Plan, Lead and generate scheduled reports for physical inventories for all stock under the management of the supply team.
• Organizes departmental and interdepartmental meetings and workshops to inform and deliberate on supply activities in the project.
• Support the supply team, identify the gaps and the need, work closely with the HR manager to identify proper training.

Analysis performances and results of the supply chain

• Follow-up on the key performance indicators of the supply chain process and advice the supply team on actions intended for improving the outcomes.
• Works as a project auditor of applied supply chain, proposes improvements and follows up on actions takes within defined timelines.
• Reports, shares and recommends based on the supply chain local and or global data available from the project Unifield database, coordination weekly reports and international order statuses.

Market Analysis

• Analyses the procurement opportunities respecting mission procurement policies, market availabilities, access and proposes supply sources.
• Based on frequently purchased items and order chronogram, initiates tender/RFQ processes for local procurement.

Stock Analysis

• Analyses stock, turnover (in & out) and proposes stock strategy (centralized, decentralized; mini-maxi, non-stored items to the stock owners.
• Reviews stock reports, ensure they are shared with owners and recommend actions and suitable follow-up system.

 Data Base Management (Unifield) and Filling

• Is responsible for the data entered in the Project UF instance ensuring accuracy, consistency and the right document statuses.
• Analyses the Unifield data base for purchasing and stock management and advise users on necessary adjustments.
• Is responsible for supply documents filing according to the archiving procedures (electronic and paper). Ensuring all documents are appropriately signed, original procurement files are archived by finance department and copies kept by supply department.
• Records the items which have no code and request for local code’s creation from coordination in exceptional cases.
• Validates Internal Requests – IRs to be sourced from stock or purchased and transmits them to the Order Processing Officer for encoding in UF then the Purchaser to collect quotations.
• Maintain the active supplier’s database, lists of items and indicative prices for future reference.

Education:

• Essential: Bachelor’s degree in Logistics/Supply Chain Management, procurement, business administration/management.
• Desirable: Master’s degree in supply chain management, business administration, commerce or related field
• Experience:  Essential: Minimum 4 years of relevant experience in Supply Chain Management in developing countries

Essential: Minimum 2 Years experience in managing supply activities and teams

Desirable:  Relevant experience working with MSF or other International NGOs.

Other Requirements:

• Essential: Mission language essential English in addition to other local languages.
• Essential: Computer literacy (Outlook, PowerPoint, word, excel, and internet.

Essential: Proficiency in English. Knowledge of additional local languages is desirable.
