1. Background

Adoye Center for Ethiopian Women Empowerment (Adoye CEWE), with the support of the Centre for Humanitarian Dialogue (HD), is implementing the project “From Participation to Influence: Strengthening Oromo Women’s Leadership in Peacemaking.”

The project aims to strengthen the mediation, negotiation, and leadership capacities of Oromo women and enhance their meaningful participation in community dialogue, conflict prevention, mediation, and peacemaking processes.

As part of the project, Adoye CEWE seeks to engage a two-member consultancy team comprising one Lead Trainer and one Co-Trainer to deliver a practical capacity-building training for women peace actors, community leaders, government representatives, and members of the Women Peace and Development Network of Oromia (WPDNO).

2. Purpose of the Consultancy

The purpose of the assignment is to strengthen participants’ knowledge, practical skills, and confidence in facilitating community dialogue, negotiating and mediating local conflicts, and applying collaborative approaches to conflict prevention and problem-solving.

The training should be practical and directly applicable to participants’ roles in community-level peacebuilding and peacemaking.

3. Specific Objectives

The training will enable participants to:

• Understand key principles and approaches of community dialogue;
• Strengthen practical negotiation and mediation skills;
• Apply conflict-sensitive approaches to local peacebuilding;
• Improve communication, active listening, trust-building, and management of difficult conversations;
• Apply collaborative problem-solving approaches to local conflicts;
• Identify opportunities for early action and conflict prevention; and
• Strengthen women’s practical leadership and participation in local peacemaking processes.

4. Scope of Work

The consultancy team will jointly design and deliver an interactive and practical 2-day training covering:

• Community Dialogue and Conflict Sensitivity
• Negotiation and Mediation
• Collaborative Problem-Solving
• Early Warning and Conflict Prevention
• Women’s Leadership in Peacemaking

The training should integrate a gender-responsive perspective throughout the sessions, with particular attention to:

• Women’s meaningful participation in dialogue and mediation;
• Women’s leadership and influence in peace processes;
• Barriers affecting women’s participation;
• Building women’s confidence in negotiation and mediation; and
• Strategies for women peace actors to effectively engage with community and institutional actors.

5. Training Methodology

The training should be participatory, practical, and experience-based, rather than lecture-oriented.

The trainers are expected to use:

• Short presentations;
• Group discussions;
• Case studies;
• Negotiation exercises;
• Practical problem-solving exercises;
• Experience sharing and reflection; and
• Scenario-based exercises drawn from community-level conflict situations.

Particular emphasis should be placed on practical exercises and simulations so that participants can apply the skills during and after the training.

6. Consultancy Team Composition and Responsibilities

The assignment requires one Lead Trainer and one Co-Trainer who will work as a coordinated team.

• Lead Trainer

The Lead Trainer will:

• Lead the design and preparation of the training;
• Develop the training agenda, presentation, and practical exercises;
• Lead the training sessions;
• Ensure integration of gender, conflict sensitivity, and safeguarding principles;
• Coordinate the preparation and submission of deliverables; and
• Prepare the final training report in collaboration with the Co-Trainer.
  • Co-Trainer

The Co-Trainer will:

• Support preparation of the training materials and methodology;
• Co-facilitate the training sessions;
• Lead group exercises, role plays, simulations, and practical activities;
• Support participant engagement and reflection;
• Support pre/post-training assessments and participant feedback; and
• Contribute to the final training report.

Both trainers are expected to participate in the full 2-day training and work collaboratively throughout the assignment.

7. Expected Deliverables

• Before the Training

The consultancy team shall submit:

1. Detailed 2-day training agenda and methodology;
2. Training PowerPoint and facilitator notes;
3. Practical case studies, role plays, negotiation/mediation simulations, and problem-solving exercises;
4. Pre- and post-training assessment tools; and

All training materials shall be submitted to Adoye CEWE for review and approval no later than 27 August 2026.

• After the Training

The consultancy team shall submit a brief training report covering:

• Training sessions and methodology used;
• Key issues discussed;
• Pre- and post-training assessment results, where applicable;
• Key lessons learned; and
• Recommendations for strengthening women’s participation in local peacemaking.

8. Required Qualifications and Experience
9. Lead Trainer

The Lead Trainer should have:

• A Master’s degree or above in Peace and Conflict Studies, Conflict Resolution, International Relations, Gender Studies, Development Studies, Social Sciences, or a related field;
• At least 5 years of relevant professional experience in peacebuilding, conflict resolution, mediation, negotiation, dialogue facilitation, or related areas;
• Demonstrated experience designing and delivering practical training on dialogue, negotiation, mediation, or conflict resolution;
• Strong understanding of gender-responsive peacebuilding and women’s participation in peace processes;
• Strong facilitation and adult-learning skills; and
• Excellent communication and report-writing skills.

1. Co-Trainer

The Co-Trainer should have:

• At least a Bachelor’s degree, preferably a Master’s degree, in a relevant field;
• At least 3 years of relevant experience in peacebuilding, conflict resolution, mediation, dialogue, gender, or related areas;
• Experience supporting or delivering participatory training;
• Demonstrated skills in facilitating group discussions, role plays, and practical exercises;
• Understanding of women’s participation and leadership in peacebuilding; and
• Good communication and teamwork skills.

Desirable Team Experience

Preference will be given to teams with:

• Experience working with women peace actors or women’s organizations;
• Experience in community-level peacebuilding in Oromia;
• Knowledge of local conflict dynamics and peacebuilding practices;
• Experience working with government and community stakeholders; and
• Afaan Oromo language proficiency.

9. Safeguarding and Ethical Standards

The consultancy team shall apply safeguarding principles throughout the assignment, including:

• Do No Harm;
• Confidentiality;
• Respect and dignity;
• Inclusion and non-discrimination;
• Gender sensitivity;
• Conflict-sensitive facilitation; and
• Safe and meaningful participation.

The trainers should ensure that participants are not pressured to disclose personal experiences of conflict, violence, or trauma.

10. Responsibilities of Adoye CEWE

Adoye CEWE will:

• Provide relevant project information and materials;
• Coordinate participant mobilization;
• Facilitate the training venue and logistical arrangements;
• Review and approve training materials;
• Coordinate with the trainers throughout the assignment; and
• Provide overall supervision and feedback.

11. Duration, Location and Reporting

• The assignment will take place from 29–30 August 2026, including preparation and delivery.
• The training will be conducted in Nekemte Town, East Wollega Zone, Oromia Region, for 2 days.
• The consultancy team will report to the Program Officer of Adoye CEWE and work closely with the project team.

12. Professional Fee and Payment

• The consultancy shall submit a financial proposal indicating the proposed professional fee for the assignment.
• Payment will be made based on the agreed consultancy fee and satisfactory completion and acceptance of the agreed deliverables, in accordance with the consultancy agreement.
• Applicable taxes will be handled in accordance with Ethiopian law.

13. Application Requirements

Interested consultancy teams should submit:

1. Technical proposal demonstrating understanding of the assignment and proposed methodology;
2. Brief training methodology and work plan;
3. CV of the Lead Trainer;
4. CV of the Co-Trainer;
5. Financial proposal for the complete assignment;
6. At least two relevant samples or descriptions of previous training/consultancy assignments; and
7. Contact details of at least two professional referees.
