Under the direct responsibility of the Team Leader and reporting to the Head of Cooperation, to contribute to the identification, analysis, structuring, negotiation and implementation of investment projects, including through EFSD+ instruments such as guarantees and blended finance, in support of the EU’s Global Gateway strategy and sustainable development objectives in the twin digital and green transition (including investments operations in the areas of digital, energy, agrifood value chains, transport/logistics, critical raw materials, nature-based solutions, water, and health in Ethiopia).

Functions and duties
+ PORTFOLIO MANAGEMENT
- Contribute to the development and implementation of investment strategies and policies in
line with Global Gateway, sustainable development goals, and EU external action priorities.
• Develop and apply financial analysis and structuring techniques for EFSD+ operations,
specifically for ensuring that blending operations and guarantee investment instruments are
used effectively to leverage private sector investment and achieve sustainable development
objectives.
• Ensure compliance of investment operations with relevant legal frameworks, guidelines, and
contractual requirements; provide advice and analysis throughout the full project cycle of
blending operations and guarantees.
• Support geographic and thematic colleagues in preparing project documentation, technical
assessments, evaluation reports, and briefings on investment operations and IFIs among
others.
• Provide expert advice and analysis on guarantee and investment policies, particularly under
Global Gateway, ensuring alignment with INTPA’s strategic objectives and priorities.
• Contribute to the mobilisation of EU financial and non-financial instruments (e.g. EFSD+
blending and guarantees, technical assistance, policy dialogue) in support of investment
operations in the framework of the Global Gateway Investment Hub.
GENERAL PROGRAM MANAGEMENT
- Provide thematic and analytical input on digital and green-related investment projects,
including digital and/or green infrastructure (incl. secure connectivity, data centres, digital
public infrastructure (incl. digital public services/e-governance), renewable energy,
electrification, agribusiness, sustainable transports and logistics, water infrastructure,
climate change adaptation and mitigation investments, carbon credits) within broader
investment operations.
• Promote the adoption of digital as well as green technologies and solutions while assessing
their effectiveness, scalability, and sustainability for investments and programmes in other
sectors of the EU’s cooperation with Ethiopia
• Contribute to ensuring coherence between investment operations and EU policy priorities
related to digital and green transition, where relevant, coordination/facilitating Team Europe
efforts on the topic locally.
• Identify, prepare, implement and monitoring relevant digital and green transition cooperation
programmes in line with European and Ethiopian policies, priorities and focus areas.
• Ensure thematic and strategic alignment between digital and green transition cooperation
programmes and the enabling environment for Global Gateway investments in several
thematic pillars.
• Promote the EU Tech Business Offer through engaging with several actors in Ethiopia’s and
the EU’s digital and green economy and support coordination with EU Delegations,
Headquarters services, and Global Gateway Investment Hub structures to ensure
coherence and complementarity of investment pipelines.
EXTERNAL COMMUNICATION (general)
- Present and disseminate the Commission’s views, policies, strategies, objectives, agenda,
etc. related to development co-operation and other subject matters, as well as the
achievements and results of programmes and projects in workshops, seminars, conferences
and other fora.
• Engage with stakeholders, including government institutions, private sector entities, and
international banks, to promote the use of guarantees and investments as a tool for
sustainable development, and to inform investment policy development.
• Support dialogue and assist in negotiations related to investment structuring, financing
terms, and implementation arrangements.
• Assist in technical meeting related to investment operations and prepare briefings and
speeches as appropriate.
• Contribute to the proper visibility of the Delegation’s project activities and to the smooth
organisation and implementation of missions and/or visits by Commission services or other
entities related to assigned portfolio
Job requirements
- Job-Related experience:at least 3 years
- Qualifier:essential: Advanced university degree (Master’s or equivalent) in economics, finance, law, engineering, business administration, development studies, international relations, public policy, or another
relevant field. - At least 3 years experience with investment project financing and structuring. Solid
understanding of cooperation instruments, including EFSD+ or comparable blended finance
facilities. Relevant professional experience in the preparation, structuring, evaluation, and
negotiation of investment projects. Experience in financial markets, investment and/or
sustainable finance required as well as successful completion of the course: - INTPA investment
officer. Experience with EFSD+ Regional Investment Teams and/or Blending Platforms and
Facilities highly relevant. - Demonstrated experience engaging with private sector actors and
structuring partnerships for investment. Solid understanding of investment project financing and
cooperation instruments, including EFSD+ or comparable blended finance facilities. Knowledge
of EU financial and non-financial instruments (e.g., guarantees, technical assistance, policy
dialogue) to support investment projects. Knowledge of international cooperation frameworks
such as Global Gateway, Team Europe, and Team National approaches. Familiarity with
economic, financial, institutional analysis, and negotiation processes in developing country
contexts. The role will require knowledge of EU financial and non-financial instruments for
investment and close coordination with international financial institutions (IFIs), development
banks, private sector actors, and key stakeholders, to mobilize investments and leverage
partnerships for sustainable development. - + CLIMATE CHANGE, ENVIRONMENTAL MANAGEMENT, INFORMATION and COMMUNICATION
TECHNOLOGIES - Job-Related experience:at least 3 years
- Qualifier:desirable
- Knowledge of one or several of the sectors of digital and green transition (secure digital
connectivity, digital and communication public infrastructure, and digitalisation; water, energy,
agri-food value chains, transport/logistics, critical raw materials, climate change adaptation and
mitigation (incl. carbon credits), nature-based solutions) will be considered an asset. Exposure to
green and digital transition-related investment or green technology in development contexts is an
asset. Knowledge and operational experience in the European Digital and Green Deal Agenda
will be considered an asset.
+ INTERNATIONAL RELATIONS (generic)
Job-Related experience:at least 3 years
Qualifier:desirable
Previous experience in a Delegation and/or appropriate experience in External Relations DGs
services. Experience working in or with development banks, international financial institutions, or
cooperation agencies. Experience with drafting briefings, analytical and policy notes,
representation and speeches.

Qualifier:desirable
Proven knowledge of at least one of the following areas: development of policy and planning
instruments, institutional and financing aspects of digital and green transition, digital and green
technologies as well as digital and green services; contract management, design, management
or implementation of projects/Programs in same domains. Familiarity with the challenges facing
at least one of the relevant sectors for digital and green transition in Africa would be an
advantage. An academic specialisation in investment, development finance, or international
economic relations is considered an asset. Additional training or certification in project finance,
blended finance, risk management, or financial instruments would be an advantage.
