Senior Planning, Monitoring, Evaluation, and Reporting (PMER) Officer Full Time

We are seeking a highly analytical, detail-oriented, and dedicated Senior Planning, Monitoring, Evaluation, and Reporting (PMER) Officer to join our Coordination Office. Working under the direct supervision of the Planning, Monitoring, Evaluation, and Communication Manager, the successful candidate will support the strategic planning processes and the implementation of SCV’s M&E framework across all program areas. You will play a critical role in tracking project performance, managing digital data collection systems, measuring impact, and drafting high-quality reports for internal and external stakeholders.

Key Duties and Responsibilities

• Strategic & Annual Planning: Assist in the preparation of organizational strategic plans, annual operating plans, and budgets. Support the development of logical frameworks and clear performance indicators for new and existing projects.
• M&E System Implementation: Support the day-to-day implementation and maintenance of robust M&E systems and performance tracking tools for SCV projects.
• Digital Data Collection & Database Management: Facilitate and oversee regular field data collection using digital tools (e.g., KoboToolbox, Microsoft Forms). Manage and maintain centralized project Database Management Systems to ensure strict data quality, security, and accuracy.
• Reporting: Draft, compile, and submit accurate, high-quality monthly, quarterly, bi-annual, and annual performance reports for internal management, regulatory bodies (Bureau of Finance, ACSO), and international donors.
• Analysis & Impact Measurement: Analyze complex program data to measure progress against strategic targets. Track key indicators such as TVET employment rates, child well-being outcomes, and educational outcomes.
• Knowledge Management & Capacity Building: Gather field data to document “Success Stories,” best practices, and lessons learned.
• Capacity Building: Train, mentor, and support program staff and frontline workers on planning formats, data collection techniques, monitoring & evaluation and reporting standards.
• Compliance: Ensure all planning and programmatic reporting complies with the Authority for Civil Society Organizations (ACSO) guidelines and specific donor requirements.

• Education: Master’s (MA/MSc) or Bachelor’s (BA/BSc) degree in Economics, Statistics, Development Studies, Project Management, Social Sciences, or a related field.
• Experience: Minimum of 5 years of relevant experience for MA holders, or 7 years for BA holders, working in Planning, Monitoring, Evaluation, and Reporting within the NGO/CSO sector.
• Technical Skills:
  • Strong proficiency in statistical software and data visualization tools (SPSS, STATA, Excel).
  • Hands-on experience with digital data collection platforms (KoboToolbox, Microsoft Forms, etc.) and Database Management Systems.
  • Familiarity with project planning tools and logframes.
• Personal Attributes: Exceptional analytical and problem-solving skills. Proven ability to work effectively under stressful situations, manage multiple priorities, and consistently meet tight deadlines.
• Language Skills: Excellent written and verbal communication skills in both English and Amharic. Ability to write clear, compelling donor reports and success stories.
