1. Background
The Government of Ethiopia, with funding from the World Bank (IDA credit and grant), is implementing a multi‑sectoral project: “Response‑Recovery‑Resilience for Conflict‑Affected Communities in Ethiopia” (3R‑4‑CACE). The Federal Project Coordination Unit (FPCU) housed in the Ministry of Finance leads overall coordination. The project has four components:
(i) Access to basic services & economic opportunities; (ii) Strengthening of GBV service delivery and prevention (led by MoWSA); (iii) Learning and project management; (iv) Contingency Emergency Response Component (CERC – zero dollar)
MoWSA leads Component (ii): “Improving Access to GBV Response Services”. The goal is to strengthen short‑ and medium‑term GBV response for conflict‑affected survivors, pilot innovative prevention programming, and build institutional capacity for survivor‑centered, confidential care.
2. Overall Objective of the Position
The Communication and Knowledge Management Specialist will design and execute communication strategies to raise awareness of project objectives, GBV services, and stakeholder engagement. Simultaneously, the specialist will establish and manage knowledge management systems to capture, document, and disseminate lessons learned, best practices, and success stories – ensuring organizational learning and evidence‑based reporting to the World Bank and partners.
The role requires ethical, trauma‑informed communication on GBV and a systematic approach to knowledge preservation.
3. Scope of Work
The specialist will work under the 3R‑4‑CACE Project Coordinator and collaborate with the M&E Specialist, MoWSA’s communications department, and GBV technical teams.
