Position: Zonal Cash/ Food Commodity Compliance & Capacity Building Officer

Duty Stations: Lay Gayint (Amhara Region)

Job Summary

Responsible to ensure the proper handling and management of food aid commodities at the project level. The monitor is also responsible to coordinate and liaison the information flow between the respective project level warehouses and PDPs on the one hand and the head office on the other hand. He/ She is responsible for staff capacity building in the areas of food aid resources handling and proper warehouse management. Besides, he/she will be responsible to ensure that food aid commodities have arrived at the destined distribution centers before the actual distribution time so as to ensure timely transfer of food to beneficiaries.

Principal Responsibilities

Key Result #1 – Compliance Management

1. Monitor food aid resources in all FH and ORDA warehouses and ensure the commodities are stored in line with Donor/FH standard.
2. Support and guide the field commodity teams in the proper management of food aid resources in line with the FH commodity management guide.
3. Ensures that all warehouses are keeping proper warehousing standards set by Donor/FH.
4. Monthly inspect all warehouses, take physical inventory and forward all findings to the project and the CMC every month.
5. Receive annual commodity allocation from the CMC and advise all project distribution sites to get ready to receive their annual food allocation.
6. Ensures that the warehouses have all required documents in their shelf and properly kept.

Key Result #2 – Field Support

1. Provide technical support to project staff both (FH/E and ORDA) who are involved in the execution of PSNP;
2. Provide ideas to the department that may helpful to future strategies and planning;
3. Ensure an adequate filing system is in place in all warehouses and easy to access them when required.
4. When new warehouse staff is hired give on the job training and familiarize FH’s objective in the way managing food aid commodities.

Key Result #3 – Correspondence, Networking and reporting

1. Receives and compiles distribution reports from Project Offices and forward compiled report to the head office (CMC);
2. Ensure an adequate filing system is in place in all warehouses and easy to access them when required.
3. Receive weekly dispatch report from FH PDPs and summarize it and forward the summary to CMC in weekly bases

5. During the commodity shipment from the port attend commodity arrival conditions at the delivery warehouse and assist warehouse keepers when they need support.

Key Result #4 – Commodity Distribution Management.

1. Follow up that the allocated foods have arrived in each distribution site and necessary food packages are in place before projects call beneficiaries for distribution.
2. Assess warehouses when a new site is opened for distribution and ensure the necessary warehouse material is available before commodities arrival in the warehouse.

• Encourages compliance of Safety and Security principles and policies of the organization by all staffs;
• Visiting project Offices and operational areas periodically to meet staff and making sure that all staff members are aware of the safety and security procedures;
• Explains to staffs the reasoning behind the organization’s safety and security policies and procedures
• Organizing local training sessions, such as First Aid, Fire Safety, and Defensive Driving for staff members. If possible, he/she should conduct briefing and training sessions himself/herself;
• Ensures that safety and security objectives are added to performance reviews and evaluations of all staff members;
• Encourages staff to adopt safe and secure practices. Ensuring that updated personnel information related to safety (Record of Emergency Data) and security management are kept in Human resources.

Experience

• 3 years related experience in a relevant position Preferably in INGO Setting. Previous experience working in a similar position with PReSERVE Project is an added advantage.

Education/Certifications

• B.A Degree in Accounting or related field of study

Distinguishing Competencies

• Strong computer skill and knowledge in the area of MS word, MS Excel, MS Access, PowerPoint and email communication.
• High level of initiative taking.
• Training on gender mainstreaming, gender analysis, community dialogue facilitation skills is an added advantage

Language

• Proficiency in both spoken and written English. Ability to write reports and business correspondence. Knowledge of local language of the intervention area is preferred.

Supervisory Responsibility

• The position holder supervises Commodity Storekeepers, Commodity Distributors and Commodity Distribution Supervisors.
