• Uploaded to Basecamp and SharePoint agenda, attendance sheets, action pictures, individualized feedback or surveys, contact details of the participants, and end-of-activity report.

Work Location

Home-based with travel to Bahrain, Djibouti, Egypt, Ethiopia (Addis Ababa and Bishoftu), Kenya (Nairobi and Mombasa), Pakistan, Somalia (Mogadishu, Hargeisa, Berbera, Garowe and Bossaso), Saudi Arabia, Sudan and Yemen.

Duties and Responsibilities

1. Background of the assignment:

The UNODC Maritime Crime Programme (GMCP) continues to support the criminal justice systems of states in the Red Sea region by dealing with issues of maritime crime. This support has included the entire justice chain involved in this work, including the police, prosecutors, judges and prison staff of these states. The Programme has expanded its work to focus on capacity building of Maritime Law Enforcement (MLE) authorities. This includes the MLE technical assistance and coordination between the regional entities. To date and following the successful delivery of mentoring and embedded mentoring, this support has been delivered in Djibouti, Ethiopia, Kenya, Somalia, Pakistan, and Yemen.

2. Purpose of the assignment:

The experts will work across countries in which the UNODC GMCP Gulf of Aden and Red Sea operates to plan, coordinate and conduct MLE training and Qualification Training Courses (QTC), including but not limited to Boat Team Member QTC, Boarding Officer QTC, and Visit, Board, Search and Seize (VBSS) course. The objective is to provide technical assistance in coordinating, implementing, and delivering capacity-building projects, as well as ensuring that MLE Units are frequently and operationally active in providing maritime security and detecting and investigating marine crimes in their respective areas of operation.

3. Specific tasks to be performed by the consultant

: Under the overall supervision of the UNODC Regional Representative, ROEA, and under the direct supervision and regular liaison with the Programme Coordinator GMCP Gulf of Aden and Red Sea will ensure the experts will perform the following tasks:

• Coordinate with Gulf of Aden and Red Sea countries, as well as relevant agencies to identify areas of assistance needed.

• Prepare training materials specific to MLE training (included but not limited to MLE training and Qualification Training Courses (QTC), such as Boat Team Member QTC, Boarding Officer QTC, and Visit, Board, Search and Seize (VBSS) course).

• Provide MLE technical assistance as required according to the Implementation Matrix planning.

• Provide on-the-job training to relevant agencies.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management or other related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognised national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree.

• At least 5 years’ experience as a police officer, member of a defense force, or a maritime security organization, with maritime law enforcement experience is required

• Proven experience working in a related field in a difficult/conflict environment is required

• Experience as a police/defense forces trainer is desirable

• Experience of training in an international environment is desirable

• Basic IT skills are desirable

• Display a willingness and ability to work with others and transfer skills is desirable.

Languages

• English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required.
• Knowledge of another official United Nations language is an advantage.
