ORGANIZATIONAL OVERVIEW

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Regional Field Operations Desk Coordinatorposition who meet the following requirements.

Job Summary

The Regional Field Operations Desk Coordinator will manage a region desk along with his subordinates where he will be fully responsible for pre-election, election and post-election tasks that will happen within the region he manages. The coordinator collaborates with relevant departments and regional offices to ensure seamless election operations and upholds ethical principles throughout the process.

Duties and responsibilities

• Collaborate with the Head of Election Operations in developing comprehensive election plans for various levels of elections and referendums.
• Assist in coordinating logistics, resources, and personnel to ensure the smooth execution of all electoral activities.
• Support the planning and allocation of resources effectively to support operational needs.
• Assist the Head of Election Operations in supervising regional offices and ensuring alignment with electoral strategic goals.
• Coordinate with regional offices to facilitate smooth electoral operations at the local level.
• Monitors the organization of electoral region and polling station offices according to the law and schedule.
• Identifies places where registration will be conducted in IDPs, pastoral areas, higher education institutions and defense camps and makes necessary preparations for voter registration.
• It collects information to organize polling stations and voter according to population.
• Organizes information and documents coming from the region, zone, constituency to the main office and forwards it to the relevant stakeholder.
• Develops a plan for the certification of election officials involved in the election process. Delivers certificates to executors. Prepares and maintains detailed information for government institutions, individuals, public and professional associations who have provided important support and cooperation.
• Monitors whether the election officials have completed and received election training, opened offices and started work and the distribution of election documents and materials status.
• Follows up complaints raised during voter and candidate registration and submits report to the nearest officer.
• According to the election law, he prepares a detailed plan for the disposal of election documents that are six months old and submits them to the nearest officer.
• Prepares the payroll for constituency officers and poll workers.
• Monitors and resolves complaints related to payment.
• Foster teamwork and a positive work environment.
• Encourage a culture of continuous improvement and efficiency in the Regional Field Operations Desk.
• Assist in the recruitment and training of polling station staff.
• Collaborate in the development of training materials for polling station staff.
• Support the Head of Election Operations in ensuring seamless coordination and implementation of operational activities.
• Uphold ethical principles, including impartiality, transparency, and neutrality, in all election and referendum-related activities.
• Participate in the overall verification process of election results.
• Follow up on the timely payment of salaries to election officials at all levels as per the contract.

Processes to manage and/or control

• Manage a team of desk officers under the regions desk.
• Manage the complex payroll of poll workers and constituency officers.
• Prepare and manage the complex polling station structures under the region.
• Assist the department head in executing various tasks
• Provide direct support and coaching to subordinates
• Assist the preparation of annual plan and budget for Operations activities and processes
• Perform other duties as assigned by your line manager.

• MA or BA degree in Management, Business administration, Business management, public administration, development management, Law and other related field
• 8 years and Bachelors | 7 years and Masters | 4 years in a leadership
